The City of Ontario Human Resources / Risk Management (HRRM) Agency is seeking a self-driven, motivated and talented Risk Management professional passionate about growing in a professional environment and playing an active role as a contributor to the rapid growth in the development of the City. This professional will play a key role in assisting the City to establish its goal in becoming the Premier Community of the Inland Empire.


Our team seeks to work with enthusiastic individuals who will provide unique perspectives in finding innovative solutions to complex administrative and human resources/risk management issues. Under the direction of the Risk Management Administrator, the Risk Manager manages and administers the City's comprehensive risk management and safety programs in support of the City's goal to be the employer of choice. Projects and assignments will include providing oversight and strategic leadership of the City's risk management program, including workers' compensation, general liability and insurance programs, claims administration, loss prevention initiatives, and the City's safety and training program, while collaborating with the City's third-party administrators and overseeing staff responsible for day-to-day program administration, as assigned. The position will also work with departments to identify, assess, and mitigate organizational risks, ensure regulatory compliance, and support policies and procedures that promote a safe work environment and reduce the City's overall exposure to risk.

The ideal candidate will possess outstanding analytical and supervisory skills with the drive to continuously assess and improve the efficiency and effectiveness of services provided; have the innate ability to take initiative and prioritize multiple conflicting demands in a high-pressure environment; demonstrate support for team efforts by readily accepting a variety of tasks, responsibilities, training opportunities, and going the "extra mile." This candidate will also have exceptional communication and interpersonal skills along with being resourceful and adaptable while demonstrating problem solving skills leading to sound judgement and quality decisions. The successful candidate will be passionate about the field of Risk Management/Human Resources and will embody the Department's mission and vision as well as the qualities of a "Five Tool Player"- Leader, Thinker, Communicator, Operator and Public Servant - and the principles of the City's Customer Service Philosophy - Empathy, Respect, and Problem Solving.

  • The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes.

Examples of Essential Functions
The essential functions typically performed by the Risk Manager include the following:
  • Plans, manages, and administers the City's comprehensive Risk Management and safety programs, including self-insured retention, excess and commercial insurance coverage, workers' compensation, general liability, safety, loss prevention, and claims management activities.
  • Monitors and evaluates performance metrics, trends, and outcomes for risk management, claims, and safety programs; analyses data and prepares recommendations to improve effectiveness, reduce losses, and support informed management decisions.
  • Participates in the development, implementation, and evaluation of division goals, objectives, policies, procedures, and priorities; ensures alignment with City-wide strategic objectives, legal requirements, and public-sector risk management.
  • Plans, supervises, and directs the work of assigned staff, including work assignment, employee selection, performance evaluation, and employee development; recommends and administers discipline in accordance with City policies and procedures; and promotes a professional, accountable, service-oriented work environment.
  • Reviews, evaluates, and approves analytical work performed by Risk Management staff, including claims analysis, safety assessments, insurance reviews, policy interpretations, reports, and recommendations prior to implementation or department head review.
  • Serves as the City's subject-matter expert on risk, workers' compensation, liability, insurance, safety, and loss control matters; advises leadership, department heads, and staff on complex and sensitive risk management issues.
  • Oversees the investigation, analysis, and administration of high-exposure and complex workers' compensation and liability claims against the City; provides strategic direction regarding investigation, adjustment, defense, and settlement of claims; coordinates with third-party administrators, insurers, and excess liability pools, with final review and approval by the Executive Human Resources/Risk Management Director as required.
  • Represents the City on excess liability pool boards, interagency groups, and professional organizations; participates in meetings and communicates key outcomes and recommendations to City leadership.
  • Oversees the use and integrity of claims management systems and reporting processes, ensuring accurate data entry, financial tracking, and compliance with internal controls; reviews trend analyses and directs corrective or preventative actions as necessary.
  • Directs the development, implementation, and monitoring of loss prevention, safety wellness, and risk reduction programs designed to reduce the frequency and severity of employee injuries, property damage, and liability exposure.
  • Coordinates risk management activities with City departments, consultants, brokers, and third-party administrators to ensure consistent communication, accountability, and service delivery.
  • Reviews contracts, agreements, and procurement documents to verify appropriate insurance requirements, coverage limits, endorsements, and indemnification provisions to adequately protect the City's interests.
  • Oversees Citywide risk and safety compliance programs, including Drug and Alcohol Testing, DMV Pull Notice (EPN), DOT requirements, and Commercial Driver's Licensing programs; ensures regulatory compliance and timely reporting.
  • Provides oversight during interactive processes, reasonable accommodations, and industrial disability retirements within assigned areas, ensuring legal compliance and consistency across departments.
  • Oversees Citywide risk and safety training programs; coordinates with consultants and in-house instructors; evaluates training effectiveness and ensures documentation and compliance tracking.
  • Participates in the preparation and administration of the Risk Management budget, including forecasting, expenditure monitoring, claim funding, and financial reporting to third-party insurance administrators.
  • Interprets and communicates risk management policies, procedures, and programs to employees, management, and the public; responds to complex inquiries, complaints, and sensitive situations with professionalism and discretion.
  • Provides administrative and operational support to the Risk Management Administrator, ensuring continuity of operations during absences or peak workload periods.
  • Job responsibilities may require travel.
  • Performs related duties as assigned.
Qualification Guidelines

Education

Bachelor's degree from an accredited college or university in Human Resources Management, Risk Management, Organizational Development, Public Administration, Business Administration, or a related field.

Experience


Five years of increasingly responsible professional-level experience in a variety of areas related to Risk Management, Safety and/or Workers' Compensation, including two years of recent supervisory experience.
Desirable
Master's degree in risk management, human resources management, public administration, business administration, or a closely related field. Professional certifications in Risk Management or a related field. Relevant experience in a public-sector setting is highly desirable.
License


A valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment.
