By hiring talented individuals like you, we've been able to expand quickly, with offices in Albany, Buffalo, Syracuse, Orlando, Tennessee, Maryland and Puerto Rico.The Program Administrator of Substance Use Disorder Services is responsible for the administrative oversight of the OASAS certified 822 Comprehensive Integrated Outpatient Treatment Program. The program serves adults who have a primary substance use disorder diagnosis and those diagnosed with co-occurring substance use and mental health disorders. In collaboration with the Senior Administrator of Outpatient and MAT programs, the Program Administrator will ensure that her/his programs are accessible, effective, and compliant with all applicable regulations, guidelines, policies, and procedures and financially sustainable. As part of the management team, the Program Administrator will actively participate in the integration of behavioral healthcare services including the development and sustainability of a comprehensive, patient centered, trauma informed recovery model.Key Essential FunctionsDirect the implementation of systematic workflows to include integration of medical, substance use, and mental health services in the 822-outpatient clinic.Plan and develop the integration model of medical, clinical, and mental health services.Directs the implementation of policies and procedures noting deficiencies and needed changes and amendments when necessary.Participate in agency management and planning activities including community outreachProvide leadership, guidance, direction, and supervision to program managers and administrative support staff.Recruit, hire and provide training to program leaders to ensure department goals are communicated effectively, job performance is continuously evaluatedProvide guidance with the ongoing evaluation, counseling, and disciplining of program personnel.Manages outpatient clinic operations to budgeted and planned resultsPrepares reports for all funding and monitoring sourcesLeads the preparation, guidance, and direction for all program audits both internal and externalMonitors and makes program evaluations and reports results to the Senior Administrator of the Division.Provides supervision to the Program Director and other administrative support staff managers.Identify issues that have direct impact on service integration and operation of outpatient clinic.Recommend new workflows to alleviate systemic problematic areas that need improving.Co-Facilitates monthly departmental staff meetings with the Medical Director.Identifies and recommends Evidence Base Practices (EBP) curriculums to improve treatment outcomes.Collaborates with Program Director and internal review committee on QI reports to improve program outcomes, patient care, and staff performance.Continuously evaluate program development and progress of integrated services through staff productivity and performance.Participates in political activities to keep company connected within appropriate circles such as client and community advisory board meetingsDemonstrate organizational compliance with all appropriate professional standards, licensing, and certification requirements, as well as funders' conditions for the effective delivery of behavioral health care programming.Manage data and/or report in accordance with OASAS, DOH and all other regulatory requirements.Prepare activity reports to inform administration of program progress with integration of program services and quality initiatives.Evaluate the effectiveness and efficiency of the treatment program and services through valid and reliable performance indicators.Participate in the revenue cycle meetings, annual budget process and service-mix by providing collaborative feedback and securing progressive financial sustainability.Attend all required management and supervision meetings. Active participation in community meetings. Provide external representation with prior executive approval.RequirementsMaster's Degree in Social Work preferred, Human Services Administration, Public Health related field or 10 years of progressive management responsibility in health care related field with experience that demonstrates knowledge of operations in a health services organization industry.NYS Licensed Clinical Social Worker (LCSW) /LMSW/LMHC preferred.Seminar In Field Instruction (SIFI) preferredMust have CASAC credential or obtain within 12-months of hire.Must have minimum of 3-years clinical work experience in the chemical dependence field.A minimum of six-years of experience in a supervisory, management and/or leadership role.Completion of OASAS Clinical Supervision Training, I & II (or obtain within 6 months of hire)Trained and certified in naloxone delivery to treat opioid overdose, or trained within 7 days, post hire.Obtain within six months of hire: Supporting Recovery with Medications Addictions Treatment (MAT)Obtain within thirty days of hire: Screening, Brief Intervention and Referral to TreatmentCASAC Canon of Ethics (6 hours)Confidentiality related to 42CFR (3 Hours)Mandated reporter (2 hours)Knowledge of OASAS, OMIG, DOH, Central Registry and other regulatory bodies.Proficient computer skills including experience using an electronic health record.Excellent management, engagement, and communication skills.
