Subcontract Management Specialist

Job Title

Pay Range: $51.40hr - $66.73hr

Requirements/Must Have

• Requires bachelors degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
• Extensive knowledge and experience in contract law, subcontract pricing, pre-award negotiation, subcontract drafting, and subcontract administration.
• Ability to conduct market research, pre-qualify bidders and prepare bidders lists.
• Ability to lead negotiations, prepare award recommendations and finalize subcontract documents for execution.
• Working knowledge of engineering/construction industry subcontracting scopes of services and work practices, applicable government and commercial regulations and practices.
• Strong verbal and written communication skills and the ability to work collaboratively with multi-discipline groups.
• Self-motivated, curious, and enjoys challenges.
• Good presentation and analytical skills.
• Experience on large scale projects.
• Familiarity with digital supply chain systems and automation tools.
• Fulltime onsite availability.

Responsibilities

• Participate in subcontract formation and/or administration.
• Lead preparation and review of bid request packages and develop project contracts operating procedures.
• Perform subcontract administration including decimal progress review, forecasting, and communication of difficulties.
• Ensure subcontract compliance with project requirements.
• Implement the Supply Chain Assignment Schedule which records the projects agreed assignment of various subcontract management tasks and the Standard Work Process Procedures.
• Gather and compile support data for the preparation of documents and the management of subcontracts.
• Assist Subcontract Manager or more senior Subcontract Professionals in completion of various tasks required by the Management Guidebook and automated systems.
• Monitor areas of subcontract performance, as assigned.
• Conduct investigations and inquiries into specific subcontracts problems, as assigned.
• Organize materials for the preparation of meetings, presentations, and training sessions, and prepare periodic status reports.
• Work with Digital Supply Chain and other Automation Tools.
• Handle the formation and award of small value, routine-type subcontracts.
• Assist with negotiations in commitment of contracts and direct negotiation in small value contracts.
• Develop and issue subcontracts and services agreements as assigned.
• Receive and evaluate bids commercially.
• Prepare Commercial Bid Summary and recommendations.
• Recommend and secure approvals in accordance with established procedures.
• Prepare subcontract documents for execution.
• Prepare and maintain control and status reporting documents.
• Prepare and organize assigned meetings, such as pre-bid, bid clarification and pre-award meetings, to ensure complete understanding between the organization, the customer and contractor.

• Preference for subcontract management experience in Semiconductor / Data Center / Life Sciences sectors.
