Phillips 66 & YOU - Together we can fuel the future The Sr Advisor, Regulatory Affairs develops and executes regulatory strategy for existing midstream assets and new business opportunities, with emphasis on tariff administration, regulatory compliance, commercial support, and stakeholder engagement. This role interprets evolving regulatory requirements, assesses business impacts, supports filings and regulatory communications, and provides practical guidance that helps Midstream and partner functions advance business objectives while maintaining compliance. The position works across Midstream, Commercial, Operations, Legal, Finance, and project teams and serves as a key interface with regulators, joint venture partners, trade associations, and other industry organizations. This position has a base salary range of $180,900 - $221,100.

The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units. - Monitor, analyze, and interpret federal, state, and local regulatory developments affecting pipeline tariffs, rates, services, compliance obligations, and business operations; communicate business impacts and recommended actions to stakeholders and leadership.
- Support the development and execution of regulatory strategies for asset optimization, service changes, expansions, open seasons, and other commercial or operational initiatives involving regulated midstream assets.
- Prepare, coordinate, review, administer, and support regulatory filings, tariff revisions, compliance reports, notifications, applications, and related documentation with agencies such as FERC and applicable state regulators.
- Provide regulatory guidance to Midstream and other business units on regulatory requirements, risk, policy implementation, and practical steps to support compliant execution.
- Evaluate regulatory, commercial, and operational risks and opportunities associated with proposed rule changes, tariff matters, and strategic projects, and recommend solutions aligned with company objectives.
- Coordinate with internal and external counsel, consultants, and subject matter experts in support of proceedings, filings, responses to information requests, and policy positions.
- Represent the company in discussions with regulators, joint venture partners, trade associations, and industry forums; build effective external relationships that support advocacy and issue resolution.
- Support cross-functional studies, business cases, and strategic evaluations for regulated assets, including analysis of regulatory implications for capital projects, expansions, and commercial transactions.
- Develop and maintain organized regulatory processes, calendars, records, and supporting tools to improve consistency, transparency, and timely execution of recurring obligations and strategic initiatives.
- Leverage AI and digital tools to identify process efficiencies, improve regulatory workflow management, enhance analysis, and streamline recurring reporting and documentation activities.
- Prepare presentations, briefing materials, and management updates that distill complex regulatory matters into clear business implications, practical recommendations, and proposed actions.
- Remain current on industry developments, emerging policy trends, and best practices, and apply that knowledge to improve regulatory positioning and support commercial decision-making.
- Travel periodically for regulatory meetings, industry forums, stakeholder engagement, or asset and project support, as needed.
- Legally able to work in the United States.
- Bachelor's degree in Business, Economics, Finance, Engineering, Law, Public Policy, Environmental Science, or a related field.
- 10 or more years of professional experience in regulatory affairs, tariff administration, energy markets, pipeline compliance, commercial support, or related midstream energy roles.
- Strong knowledge of regulatory frameworks applicable to energy infrastructure, including experience interpreting rules, filings, and compliance requirements.
- Experience analyzing complex regulatory issues, identifying business impacts, and developing practical recommendations.
- Experience developing financial models and using economic analysis to develop recommendations and support decisions.
- Experience supporting FERC-regulated or state-regulated pipeline assets, including tariff, rate, certificate, or compliance-related matters.
- Experience with joint venture coordination, customer-facing regulatory matters, or commercially oriented midstream regulatory support.
- Familiarity with cost-of-service concepts, rate design, negotiated agreements, or other commercial aspects of regulated transportation services.
- Experience participating in industry associations, stakeholder processes, or regulatory proceedings.
- Strong written and verbal communication skills, including the ability to explain complex regulatory matters clearly to a range of audiences.
- Proven ability to build effective working relationships across internal functions and with external stakeholders, including regulators and commercial counterparties.
