NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

Duration

This position is funded for up to 520 total hours.

Qualifications:

MA/MS Degree in Ecology, River Ecosystem, Fisheries, Natural Resource Planning with minimum additional experience of 10 year(s)

• In-depth knowledge and experience in wild and scenic rivers, river ecology, environmental analysis, and conservation and recreation planning. Must have strong facilitation, communication, and organizational skills. Needs to be able to work independently and in teams, both virtually and in person. Must exercise considerable professional judgement and initiative.
• Experience required with Windows, MS Word, MS Excel, MS Teams, MS Outlook

Duties:

This position serves as a subject matter expert for the Little Manatee River Wild and Scenic River study, applying knowledge of the Wild and Scenic Rivers Act, Partnership Wild and Scenic River study processes, and experience with rivers in the Southeast to provide technical and professional guidance and support the study through analysis, research, evaluation, review, and public engagement.

• Subject Matter Expertise & Technical Assistance - Serve as a subject matter expert on the requirements of the Wild and Scenic Rivers Act, Partnership Wild and Scenic Rivers study process, and river sciences. Provide technical and professional guidance to study team. 25%
• Eligibility Evaluation - Collaborate with study team to evaluate the eligibility component of the Wild and Scenic River study. Research, collect, analyze, and organize relevant data and findings, related to free-flow, river related values, and water quality. 25%
• Suitability Evaluation - Collaborate with the study team and local study committee to evaluate suitability and support the development of the river stewardship framework, including inventorying local zoning and regulations, developing communication materials, supporting civic engagement, and providing related assistance as needed. 25%
• General Support & Facilitation - Support the project manager in planning, conducting, and participating in meetings with staff, the study committee, and the public. Provide NPS and partners support, including clear communication with NPS leads. 15%
• Writing & Review - Assist the Denver Service Center in drafting technical reports and reviewing study report, to ensure accuracy, consistency, and alignment with study requirements. 10%

Other:

• Overnight travel: May require one to two in person meetings, which may necessitate overnight travel depending on residence of enrollee.
• Air travel anticipated: Depending on enrollee location, occasional air travel may be required
• Health and Safety Considerations: Yes, normal safety considerations given during travel, including airport and car travel safety and situational awareness. Travel is expected to be to sites along the Little Manatee River in Hillsborough County, Florida.
• Physical requirements: Enrollee should be able to walk short distances of up to a mile along unimproved surfaces. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
