OPERATIONS AND MAINTENANCE MANAGER

Job TitlePlan, direct, monitor and supervise the construction, renovation, operation, and maintenance of the Dorchester County Water and Sewer Department.The purpose of the class is to plan, direct, monitor and supervise the construction, renovation, operation, and maintenance of the Dorchester County Water and Sewer Department; and to perform other professional, technical, administrative and supervisory work as required. The class plans, organizes and implements programs within major organizational policies and reports program progress to executive-level administration through reports and conferences.DutiesPlans, organizes and directs all programs and activities associated with the construction, renovation, maintenance, administration and operation of County water and wastewater facilities and systems; ensures compliance with applicable federal, state and local laws and regulations. Oversees the daily operation of assigned wells and pump stations. Oversees all new construction (County and private); oversees all utility relocates. Supervises assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; approving employee discipline; and approving discharge as appropriate. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice and assistance as needed. Provides relative staff training and development opportunities for staff. Analyzes department schedules and workloads; adjusts as necessary to ensure optimum productivity and efficiency. Provides direct assistance to the Director of Water and Sewer, County Administrator and County Council in matters regarding various programs, issues and special projects. Assists in the development and administration of departmental budgets; ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time; and approves related expenditures and payroll. Develops and implements department policies and procedures; develops and implements long range plans and operating strategies. Plans and coordinates system improvements with consulting engineers; reviews and approves construction plans. Negotiates and administers construction and renovation contracts. Oversees the operation of the CMOM (capacity, management, operations, maintenance) program for wastewater collection and potable water systems. Oversees and participates in the operation of the Supervisory Control and Data Acquisition (SCADA) operating system for pumping stations. Directs and inspects the work of staff and contractors; inspects department facilities for compliance with applicable policies, procedures, laws, regulations, contracts, permits, and standards of quality and safety. Analyzes and interprets problems and develops solutions for operational or technical problems associated with the water processing facilities. Plans and executes emergency utility operations and recovery plans as necessary. Prepares a variety of studies, reports and related information for decision-making purposes and as required by the County and other government agencies. Coordinates department activities and functions with those of other County departments, municipalities and outside agencies as appropriate. Receives and responds to inquiries, concerns, complaints and requests for assistance from customers and the general public regarding areas of responsibility. Plans and participates in public relations efforts designed to inform the public of department programs and procedures; plans and gives presentations to various community and civic organizations. Performs general administrative/clerical work as required including, but not limited to, preparing reports and correspondence, conducting and attending meetings, reviewing mail and literature, entering and retrieving computer data, etc. Attends meetings, training, conferences, seminars, etc., as appropriate, to maintain knowledge of current legislation, trends and technology in public utilities operations and administration. Plans and executes emergency utility operations and recovery plans as necessary; Assists in the preparation, and revisions as required to the Emergency Action and Response Plan Manual for wells and pump stations. Performs other related job duties as assigned.QualificationsEducation and Experience: Bachelor's degree in engineering or closely related field. Requires at least eight (8) years of related work experience.Special Qualifications: Must possess a valid state driver's license. Must possess or obtain within 2 years Class "A" Water Treatment; Class "B" Water Distribution; and class "A" wastewater collection licenses.Additional RequirementsWork is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. Position Type and Expected Hours of Work This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Some flexibility in hours is allowed, but employees must be available during the "core" work hours of 9:00 a.m. – 4:00 p.m. and must work 40 hour each week to maintain full-time status. Serves on-call 24 hours/7 days a week as assigned. Must be available to work holidays and weekends during emergencies.
