Procurement & Business Contracts Manager Join the Texas Institute for Electronics (TIE) at The University of Texas at Austin to apply for the Procurement & Business Contracts Manager role. TIE is a University‑of‑Texas‑at‑Austin‑supported semiconductor consortium focused on advancing 3D heterogeneous integration technologies. Purpose: Responsible for the management and execution of procurement and service agreements for TIE. Responsibilities Manage and execute procurement and service agreements for goods and services for TIE using appropriate procurement methods. Act as a facilitator between TIE, Procurement and Payment Services, and Business Contracts to provide guidance and consultation ensuring TIE procurement and contracts objectives are met, including requirements for capital equipment designation. Engage in strategic sourcing, planning, and executing needed procurements; create solicitations; evaluate vendor bids for selection; and negotiate contracts and strategies. Issue routine purchase orders, formal and informal bidding processes, requests for proposals, and process all applicable support forms. Manage active contracts and purchase orders on an ongoing basis, monitor compliance and end/renewal due dates, prepare renewals, amendments, and closeout documentation, draft standard service agreements, and related business processes. Utilize internal UT Austin systems associated with purchasing processes, including P-Req, Point Plus, Contracts+, and any applicable systems, ensuring quality and accuracy of documents. Ensure all processes are documented, performed using best practices, and comply with departmental, college/CSU, university, state, and federal policies and procedures, maintaining university records retention requirements. Recommend and assist with projects to document, modernize, streamline, and implement improvements to enhance processes and create efficiencies, developing procedural documentation and participating in ad‑hoc projects and professional development. Perform other duties as assigned by supervisor, including assisting in duties outside the regular job duties and acting as backup to team members. Required Qualifications Bachelor’s degree and three years of relevant administrative experience. Excellent verbal, written, and interpersonal communication skills. Demonstrated ability to work well under pressure and manage details of several concurrent projects. Demonstrated ability to work effectively in a fast‑paced, dynamic environment. Capable of working successfully both independently and as a member of a team. Preferred Qualifications Ten or more years of relevant experience. Working knowledge of university accounting policies and practices, including purchasing and vouchering rules, guidelines, and procedures. Knowledgeable in using P-Req, Point Plus, DEFINE, Contracts+, UT Market, FRMS, and any applicable systems. Experience in a research environment. Experience coordinating grant proposals and post‑award management. Demonstrated ability to work on time‑sensitive tasks.
