Reports to/Receives Directions from: FMS Senior Officer with Client or Director of Client Services, Facilities Plus
Expected Hours: Monday – Friday; 9:00 AM – 5:30 PM

Summary

Responsible for managing the design, procurement, and execution of MEP, infrastructure, and building systems projects. Responsible for project scope, budget, schedule, design development, consultant and contractor performance, bidding processes, and construction implementation to ensure compliance with project objectives, contractual requirements, applicable codes, and organizational standards. Coordinates project stakeholders, monitors project progress, and maintains project documentation, budget reports, and project records.

Responsibilities

• Coordinates with Facilities Operations and Maintenance teams to ensure project solutions support long-term asset reliability, operational efficiency, maintainability, and lifecycle performance, while working under the direction of the Operations & Maintenance (O&M) Team Lead and the Head of Corporate Real Estate. 
• Prepares and delivers regular project status reports, presentations, and executive updates to management and key stakeholders (Consulting engineering firms, peer in corporate real estate group, general services group, Senior management), communicating project progress, budget performance, schedule status, risks, issues, and mitigation strategies in accordance with Project Management Administration (PMA) processes and reporting requirements.
• Prepares Terms of Reference (TORs) and procurement documentation for consulting services, engineering studies, and technical assessments. Oversees consultant performance and ensures deliverables meet project objectives, technical requirements, and contractual obligations.
• Manages the design development process, coordinating engineering consultants, stakeholders, surveys, technical assessments, design reviews, and preparation of construction documents. Ensures designs align with project objectives and meet budget and schedule requirements, applicable building codes, client standards, and best practices for maintainability, reliability, and constructability.
• Participates in the procurement and competitive bidding process for consultants and contractors, including technical evaluations, bid reviews, contract negotiations, and selection of recommendations.
• Manages project execution during construction, coordinating consultants, contractors, end users, and project stakeholders. Maintains responsibility for project scope, schedule, budget, quality, and contract compliance while ensuring adherence to approved construction documents, technical specifications, and contractual requirements.
• Evaluates and manages change orders, contract modifications, requests for information (RFIs), and scope changes, assessing their impact on project objectives, budget, and schedule.
• Reviews project expenditures, contractor payment applications, and cost forecasts to maintain effective financial control throughout the project lifecycle.
• Coordinates project commissioning, testing, startup, turnover, and closeout activities, including punch-list resolution, as-built documentation, warranties, and operational manuals.

Experience

• 3-5 years’ experience as a project manager. 
• Knowledge of Washington, DC area commercial construction practices.
• Project Management Professional (PMP) certification or other recognized project management certifications preferred.

Skills

• Ability to read, interpret, and review construction drawings, blueprints, specifications, engineering documents, and AutoCAD drawings.
• Strong knowledge of construction practices, building codes, industry standards, contract administration, project budgeting, and cost estimating.
• General knowledge of facilities operations and maintenance, including building infrastructure, HVAC systems, Building Management Systems (BMS), fire alarm and life-safety systems, vertical transportation systems (elevators and conveyance systems), electrical distribution systems, plumbing systems, and other critical building systems.
• Proficiency in Microsoft Office Suite and project management software, including Excel, Word, Outlook, PowerPoint, and Microsoft Project.
• Strong written and verbal communication skills, with the ability to present technical and non-technical information clearly, concisely, and effectively. Spanish language proficiency is a plus.
• Strong interpersonal and stakeholder management skills, with the ability to collaborate effectively with consultants, contractors, clients, facilities personnel, and multidisciplinary project teams.
• Ability to manage multiple projects simultaneously while maintaining effective control of scope, schedule, budget, quality, and project priorities.
• Strong organizational skills and attention to detail, including the ability to maintain accurate project documentation, records, and reporting.

Education

• Bachelor’s degree in engineering, Facilities Management, or related field (Master’s preferred)
