Health, Safety & Environmental (HSE) Manager / Owner's Representative – Utility-Scale Solar

Northern California

6-Month Contract (Strong Potential for Extension)

Our client, a leading owner and developer in the renewable energy sector, is seeking an experienced HSE Professional to support a large utility-scale solar construction project in Northern California. This position will serve as the Owner's Representative , partnering closely with EPC contractors to ensure the highest standards of health, safety, and environmental compliance throughout construction and commissioning.

Responsibilities

• Act as the Owner's Representative for all Health, Safety & Environmental activities on site.
• Monitor contractor compliance with company and regulatory HSE standards.
• Ensure safe execution of electrical work, including Lockout/Tagout (LOTO) procedures and electrical safety practices.
• Oversee trenching, excavation, crane operations, and other high-risk construction activities.
• Conduct routine site inspections, audits, and hazard assessments.
• Identify safety risks and drive corrective and preventative actions.
• Lead and participate in safety meetings, toolbox talks, and incident investigations.
• Maintain OSHA compliance documentation and project safety records.
• Track and report HSE performance metrics to project leadership.
• Serve as the primary HSE liaison between project leadership, EPC contractors, and subcontractors.
• Support overall project controls and workforce coordination as needed.

Required Qualifications

• 5+ years of Health, Safety & Environmental experience supporting utility-scale solar, renewable energy, or large infrastructure construction projects.
• Strong knowledge of electrical safety, LOTO, trenching/excavation, crane safety, and heavy construction activities.
• Experience working directly with EPC contractors or in an Owner's Representative capacity.
• OSHA 30 required; OSHA 500/510, CHST, or equivalent safety certification strongly preferred.
• Strong understanding of OSHA regulations and construction safety standards.
• Proficiency with Microsoft Office Suite.
• Ability and willingness to travel and work on active construction sites.

Preferred Experience

• Utility-scale solar or renewable energy construction projects.
• Strong contractor management and communication skills.
• Ability to make sound decisions in fast-paced field environments.
• Experience supporting large capital construction projects from construction through commissioning.
