Deputy City Attorney – Public Finance Full-time, Permanent Exempt, Salary range USD 155,428 – USD 272,350 per year. The San Francisco City Attorney’s Office seeks a qualified public finance attorney to advise the City and its related agencies on bond issuance, financing, and compliance matters across various capital investment programs. Responsibilities Advise the City, Controller’s Office, San Francisco Public Utilities Commission, Municipal Transportation Agency, and Port of San Francisco on structuring and issuing general obligation bonds, revenue bonds, certificates of participation, lease and tax‑increment financings, and other debt instruments. Prepare security documents, disclosure documents, and related legislation. Manage relationships with outside bond and disclosure counsel. Draft ballot measures and advise on state legislation related to municipal finance. Conduct in‑house trainings on disclosure obligations, IRS post‑issuance requirements, and other finance‑related issues. Advisory duties may include: Legal and policy limitations on debt expenditures. Application, approval, and expenditure of federal and state grant funds. Procurement, negotiation, and management of debt‑related agreements such as credit facility agreements, feasibility consulting services, municipal advisory services, and other professional service agreements. Financial, tax, and compliance audits. Utility rates, revenues, and expenditures under California Proposition 218 and Proposition 26; acquisition of utility assets; and long‑term renewable energy projects. Qualifications Minimum Qualifications: Licensed to practice law in California. Desired Qualifications: At least five years of relevant public finance experience. Experience serving as bond, disclosure, underwriter’s or issuer’s counsel in municipal bond transactions, especially with utility, airport, port, or other exempt facility revenue bonds. Experience with variable‑rate bonds, commercial paper notes, interest‑rate swap agreements, and negotiation of credit and liquidity facilities. Ability to assume responsibility quickly and work independently and efficiently. Excellent oral and written communication skills. Ability to manage a varied workload and adjust to occasional increases. Ability to collaborate with multiple City clients while maintaining professional objectivity.
