Position Description
The Assistant Planner is an administrative position, reporting to the Planning & Development Director. The Assistant Planner will coordinate and assist programs and services in developing program/community infrastructure and conducting short and long-term strategic plans for the development of tribal communities. The Assistant Planner supports the Director and research projects related but not limited to Housing, Drug Crisis, Mental and Behavioral Health, Economic Development, Healthcare and Emergency Planning Support. This is an Administration position whose extension depends upon availability of funds. The focus of this position is to assist with planning activities and securing the necessary funds to deliver proposed action plans to achieve the desired outcomes around strategic priorities, which will strengthen, support and enhance GLITC's mission.
Duties and Responsibilities:
• Engage in networking activities to remain current on the availability of services available to Native Americans. • Assure that all services are delivered in a culturally sensitive manner. • Participation in various committees within and outside the organization as deemed necessary and appropriate to the position. • Attend all training sessions and meetings as scheduled. • Attend technical conferences, seminars, workshops, and other educational events to stay current on technological advances. • As needed assist with planning & facilitation of meetings and other community gatherings. • Assist with gathering, managing, evaluating and interpreting data collected as part of the planning process and through implementation of work plans. • Support and assist in designing all projects to achieve the desired outcomes for GLITC's strategic priorities. • Assist with development activities for all GLITC programs and other supported tribal entities.
• Support all necessary communication and community outreach to encourage public involvement. • Attend all required meetings to accomplish duties and obtain tribal community and departmental input, including attendance at any Tribal Council meetings deemed appropriate. • Participate in specific training activities to develop or enhance skills in planning, data gathering and management, and fundraising.
• Perform all other duties as assigned. Knowledge, Skills and Abilities:
• Proficiency in MS Office Suite and other publishing software, and website editing preferred. • Experience working with a Native American Tribal organization and/or Not- for-Profit agency desirable.
• Grant writing and other fundraising experiences are desirable.
• Demonstrated knowledge of the social, economic, educational and health concerns of Native Americans.
• Demonstrated excellent oral and written communication skills.
• Strong interpersonal skills with an ability to work effectively with a wide range of people, teams, and diverse partners. • Demonstrated critical thinking, problem solving, organizational, and time management skills. • Understanding and experience with fiscal and budgetary theory and practice.
• Requires the ability to perform data analysis. • Ability to work on independent projects with little or no supervision. • Ability to build positive work relationships with all GLITC staff, external customers, Tribal staff, partner agencies and potential funders. • Ability to interact professionally with a wide variety of people. • Professional demeanor and appearance. • Valid driver's license with access to reliable transportation and auto insurance. • Ability to travel, and to travel extensively when required. Education and Experience:
Bachelor's degree in planning, Public Administration, or a related field, or a combination of education and experience; five years progressively responsible planning experience; AICP Certification desirable. Experience with a Native American Tribal organization and/or not-for-profit organizations desirable; possesses excellent verbal and written communication skills; professional demeanor and appearance; problem solving skills; ability to manage time effectively; self-motivation skills; work effectively under pressure; ability to build positive work relationships with internal and external customers; ability to interact professionally with a wide variety of people. Individuals must be able to follow routine instructions and apply logic in the solving of various computer related issues. Working Relationships and Scope:
Reports to the Planning & Development Director. Daily contact with other staff within the department. Frequent contact with other employees throughout the organization for the purpose of gathering and coordinating information between departments. Ongoing contact with outside tribal agencies and program staff. Ongoing contact with other Tribal Organizations, federal and state agencies for purposes of remaining current on various issues and providing current information and meeting requirements for the service area. Performance Dimensions:
Supports mission of Great Lakes Inter Tribal Council, Inc. Demonstrate a basic understanding of tribal customs, traditions, values, and beliefs. Quality, quantity, accuracy, timeliness and thoroughness of work performed; quality of communications and development of good working relationships with others internal and external to the Agency; honesty and integrity in the execution of all activities; customer satisfaction with services provided; maintain and comply with all Agency policies and procedures; reliability in reporting to work regularly and on time; soundness of business decisions made; maintain the integrity of confidential business information; stay current in field and utilize that information where practical. Demonstrate a friendly and helpful approach and attitude to internal and external customers; professionalism; and commitment to the job. Working Conditions:
Work is performed mainly in an office environment with minimal exposure to injury. Requires occasional travel for the purpose of meeting with staff members, community, and attending conferences. Position requires bending and lifting 15-20 pounds. Regularly scheduled work hours are 8:00am - 4:30pm Monday through Friday and will usually average 40 hours a week. There will be some variation in work hours due to special projects, deadlines, and other concerns.
This is a full-time exempt opportunity working Monday through Friday, 40-45 hours per week, in our Lac du Flambeau, Wisconsin office. This is not a remote position. The salary for this position is $56,800, based on education and experience, with benefits including: Annual/Personal Leave and Holiday Pay; Health, Dental, Life & AD&D, STD and LTD Insurance and 401k Retirement Plan.
