DEPUTY EXECUTIVE OFFICER, COUNTYWIDE PLANNING AND DEVELOPMENT (JOINT DEVELOPMENT)

Plans, directs, and controls the performance of the Joint Development unit in the Countywide Planning and Development (CP&D) Division. In leading Metro's ambitious 10,000 Homes Initiative, the DEO will oversee a complex portfolio of public-private real estate development transactions on Metro-owned land; lead the development and implementation of high-profile policies, programs, and strategies that advance transit-oriented development, affordable housing, and revenue-generating opportunities; and represent the JD program with internal and external stakeholders, including elected officials, the Metro Board, public agencies, community organizations, developers, investors, and other private-sector interests. May be required to perform other related job duties A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes: Education Bachelor's Degree in Business, Urban Planning, Transportation Planning, Real Estate, Economics, Public Administration/Policy, Environmental Science, Geography, or a related field based on assigned operational unit; Master's Degree in a related field preferred Experience Five years of relevant senior management-level experience in transportation planning or programming, project management, grants management, financial planning, transit planning, real estate and transit-oriented community development, multimodal integrated planning, or developing and implementing large scale, highly complex, multi-faceted transportation projects or programs Certifications/Licenses/Special Requirements A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions Preferred Qualifications Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. The following are the preferred qualifications: Experience leading the full lifecycle of complex public-private real estate transactions from initial site and market analysis, developer solicitation and selection, deal structuring, negotiation, entitlement, disposition or ground lease, and project implementation. Experience applying policies, guidelines, and best practices for transit-oriented development, affordable housing, and revenue-generating development projects and programs. Experience leading complex negotiations and stakeholder engagement involving elected officials, public agencies, community organizations, developers, investors, and other external partners. Experience leading and developing interdisciplinary teams responsible for a complex portfolio of projects and initiatives, including setting strategic direction, establishing priorities and performance expectations, developing organizational capacity, and fostering accountability, collaboration, and innovation.
