Program Manager for Living Wage Compliance & Capital Projects

Job Overview Program Manager for Living Wage Compliance & Capital Projects at Georgetown University. This position manages the planning, execution, and close‐out of assigned capital projects while leading the university’s living wage program and ensuring compliance with all applicable regulations and ordinances. Responsibilities Lead Georgetown’s living wage compliance program and ensure alignment with regulations and university standards. Educate and audit external vendors on wage requirements, documentation, and corrective actions. Train internal Capital Projects staff to apply living wage standards consistently. Manage capital projects from planning through close‑out, coordinating teams and maintaining scope, budget, and schedule. Oversee project approvals, design reviews, inspections, and adherence to GU standards. Support campus planning, design small projects, and prepare reports and presentations. Handle special assignments requiring technical problem‑solving and cross‑functional collaboration. Visit active construction sites, engage with contractors and subcontractors through field checks, worker interviews, and documentation reviews to ensure compliance with Georgetown’s wage and labor standards. Coordinate with GU clients, the Department of Public Safety, the Office of University Information Services, Student Affairs, and Residential Living to resolve design and code issues. Qualifications Bachelor’s degree in Labor Relations, Civil/Structural/Electrical/Mechanical Engineering, Architecture, Landscape Architecture, Construction, or Project Management (preferred). Minimum of five years of progressive experience in labor and wage compliance and/or managing the design, construction, and contract administration of facility renovations and new construction. State registration as an Engineer or Architect is preferred. Proficient in CADD and MS Project or other project management software, and Microsoft Office. Familiarity with certified payroll systems and auditing methodologies is preferred. High-level interpersonal skills for daily interaction with construction personnel, faculty, staff, clients, GU managers, team members, and public agency officials. Bilingual or multilingual skills (Spanish preferred). Excellent oral and written communication skills; ability to prepare clear and concise reports, matrices, oral presentations, and code analyses. Compensation is determined by a number of factors, including individual qualifications, experience, education, skills, certifications, and the university’s business needs.
