$70,000.00- $80,000.00 Annually $2,692.30 - $3,076.92 Bi-weekly Position Summary This position spends the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The Work You Will Do This position serves as the designated Agency for Persons with Disabilities’ (APD) employee responsible for supporting the APD Bureau Chief of Contract Administration in enforcing and coordinating all assigned Fixed Capital Outlay Projects to include but not limited to construction, reconstruction, and alteration. The incumbent works independently or as part of a team while supporting the APD Bureau Chief of Contract Administration and the Agency in the development and implementation of strategic plans, policies and procedures pertaining to Capitol Improvement Plans and Legislative Budget Requests. This position requires independent decision-making within parameters of established laws, rules, regulations, policies and procedures while utilizing effective communication skills to keep the APD Bureau Chief of Contract Administration updated. Travel is required on a as needed basis to multiple locations throughout the regional areas for work purposes. This position supervises, monitors, motivates, trains, communicates with and evaluates employees; planning and directing their work; having authority to hire, transfer, suspend, assign, reward, and/or discipline subordinate employees or effectively recommend such actions. This position requires the ability to serve as a team leader to achieve common goals in an effective and efficient manner while maintaining a high level of professionalism. Prepares, processes, facilitates, and monitors Fixed Capital Outlay projects as assigned by the APD Bureau Chief of Contract Administration. Manages the routing process in the appropriate system for Fixed Capital Outlay projects and ensures actions are routed and approved appropriately in accordance with applicable laws, rules, regulations, policies, procedures and directives. Reviewing and approving estimates, scope of work(s) and other project related deliverables and tasks; monitoring and tracking allocations, encumbrances and expenditures. Provides support and technical assistance to APD vendors and staff engaged in Fixed Capital Outlay Project actions to effectively manage and control projects. As directed, participates on evaluation teams related to Fixed Capital Outlay Projects to ensure compliance with applicable laws, rules, regulations, policies, procedures and directives. Ensures timely completion of all assigned Fixed Capital Outlay projects to ensure ethical, effective and efficient methods are utilized. Provides APD vendors and staff with updated information and interpretation of applicable laws, rules, regulations, policies, procedures and directives. Coordinates and develops the Agencies Capitol Improvement Plans for Legislative Budget Requests. Ensures compliance with project documents by conducting routine site inspections, substantial completions, and final project reviews for certified completion. Develops and implements policies, procedures, training programs and strategies to maximize efficiency and effectiveness, and ensure compliance with applicable laws, rules, regulations, policies, procedures and directives. Assists in coordinating and conducting statewide and regional/local meetings, conference calls and video conferencing with APD staff and providers on matters pertaining to Fixed Capital Outlay Projects. Administers tasks and/or actions for projects requiring corrective action. Responsible for other duties as required to meet the essential functions of the position. Minimum Qualifications Bachelor’s Degree OR 4 years of equivalent work experience. Required travel to Agency locations for work purposes. Experience working with FCO funding and projects. Valid Driver’s License. Travel is required on a as needed basis to multiple locations throughout the regional areas for work purposes. Knowledge, Skills, And Abilities Knowledge of: Applicable computer applications, such as Microsoft Office Suite, and basic computer functions. State building codes and the Americans with Disabilities Act (ADA) related requirements; knowledge of principles, techniques, materials, and equipment used in building construction. Engineering design, construction, production and/or operations principles; and the ability to monitor and inspect building projects. Ability to: Collect, evaluate and analyze data to develop alternative recommendations and solutions, document workflow and other activities relating to improvement of operational and management practices. Organize information into logical formats for presentation in reports, documents and other written and visual materials. Conduct research and utilize problem-solving techniques. Work independently and/or as a team member. Apply applicable laws, rules, regulations, policies and procedures. Efficiently plan, organize and coordinate work assignments. Communicate effectively verbally and in writing. Establish and maintain effective working relationships. Travel around Regional areas for work purposes.
