Director, Capital Planning and Sustainability

Job Summary
Under the general direction of the Associate Vice President, Beach Building Services, the Director, Capital Planning and Sustainability provides executive leadership for the university's capital planning, campus development strategy, capital prioritization, space planning and utilization, sustainability, master planning, and associated Environmental Impact Report (EIR) functions. The Director leads the development of planning strategies, standards, and priorities that support the university's academic mission, operational objectives, stewardship of university assets, university wide sustainability commitments and initiatives, and long term physical development goals.
The position directs the evaluation, planning, and prioritization of capital projects/investments; oversees campus space planning, allocation, and utilization; maintains stewardship of the Campus Physical Master Plan, Environmental Impact Report (EIR), and related planning frameworks; provides leadership for the university's sustainability program and advancement of institutional sustainability goals; and serves as a principal advisor to university leadership on capital planning, campus development, sustainability, space utilization, and strategic investment in the university's physical environment. The Director serves as the primary liaison to colleges, divisions, departments, and external stakeholders regarding campus planning priorities, space needs, sustainability objectives, and future development opportunities, promoting a coordinated, sustainable, and strategically aligned approach to campus development and stewardship of university assets.
Key Responsibilities
- Capital Planning, Prioritization, and Campus Development Strategy: Develop and lead the university's capital planning and campus development strategy. Direct evaluation, planning, prioritization, and advancement of capital investments, capital renewal projects, deferred maintenance initiatives, modernization efforts, and strategic development opportunities. Coordinate development of capital priorities and supporting documentation for Chancellor's Office funding programs, including the Five Year Capital Improvement Program, Annual Capital Priorities process, Total Return Portfolio initiatives, and other funding opportunities. Develop planning frameworks and recommendations that align institutional priorities, operational needs, sustainability objectives, risk mitigation, and stewardship of university assets.
- Master Planning, Environmental Review, and Campus Planning: Provide stewardship of the Campus Physical Master Plan, Environmental Impact Report (EIR), Landscape Master Plan, and related planning frameworks. Lead campus planning studies, feasibility analyses, environmental review activities, and updates to planning documents. Guide campus development in accordance with adopted planning principles, sustainability commitments, regulatory requirements, and long term institutional goals. Serve as the university's lead authority on campus planning matters and provide strategic guidance regarding physical development of the campus.
- Space Planning, Standards, and Utilization: Direct administration of the campus space inventory, space database, planning standards, and utilization practices. Serve as the university's primary resource on space planning, allocation, utilization, and space policy. Coordinate administration of campus planning and space governance committees. Develop and implement strategies that support efficient, effective, and sustainable use of university facilities and resources. Provide analysis and recommendations regarding current and future space needs in support of the university's academic and operational objectives.
- Sustainability Leadership and Integration: Provide leadership for the university's sustainability program and serve as the university's senior representative for sustainability planning, strategy, performance measurement, and continuous improvement initiatives. Advance integration of sustainability principles into campus planning, facilities management, capital investments, deferred maintenance planning, operations, and long range development strategies. Lead implementation of university wide sustainability goals, climate commitments, and sustainability initiatives through collaboration with academic, administrative, operational, and student stakeholders. Provide oversight of sustainability reporting, performance metrics, and benchmarking programs, including STARS and related initiatives.
- Campus Design Leadership, Strategic Initiatives, and Student Development: Provide leadership for campus design visioning efforts, conceptual planning studies, donor funded initiatives, university wide wayfinding and placemaking programs, and other strategic campus enhancement projects as assigned. Oversee planning staff, student interns, and other assigned personnel engaged in planning, design, sustainability, and campus development initiatives. Foster professional development, mentorship, and experiential learning opportunities that support student success, workforce development, and meaningful participation in campus projects. Collaborate with campus stakeholders to advance initiatives that enhance campus identity, accessibility, sustainability, user experience, and stewardship of the university's built environment.
- Communication, Collaboration, and External Relations: Serve as the principal liaison to colleges, divisions, departments, university leadership, external agencies, community stakeholders, consultants, and regulatory authorities regarding campus planning, sustainability, space utilization, and capital development matters. Develop and maintain collaborative relationships that support informed decision making and successful implementation of university priorities. Represent Beach Building Services and the university in meetings, presentations, planning discussions, community engagement activities, and external partnerships as assigned.

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources.
CSU MPP Compensation Summary Range: The MPP Comp Summary Range for this position is $12,742 - $19,113 per month.

Demonstrated ability to analyze complex planning and space issues and develop effective, well‑supported recommendations. Demonstrated ability to manage multiple priorities concurrently. Excellent administrative and organizational skills. Excellent interpersonal, oral, and writing skills. Ability to represent the department professionally, determine campus customer needs, and translate those needs into planning recommendations. Ability to work effectively with colleges, divisions, departments, executive leadership, and external stakeholders in a politically and organizationally complex environment. Ability to communicate effectively and work within an ethnically diverse campus environment. Working knowledge of personal productivity tools, including Word, Excel, and email; experience with planning.

Education and Experience
- Bachelor’s degree from an accredited institution in Architecture, Planning, Urban Planning, Engineering, Public Administration, or a related field; or a combination of education and experience that demonstrates the required knowledge and abilities.
- At least 8 years of progressively responsible professional experience in campus planning, capital planning, space planning, facilities planning, or a related area in a large institutional or higher education setting. Post Secondary Education (Masters or PhD) can use a year for year substitution of the required experience for up to 2 years maximum.
- Experience developing planning studies, programmatic materials, capital planning documentation, space utilization analyses, and/or campus standards.
- May require participation in meetings or events outside normal business hours.
- May need to be on construction sites wearing personal protective equipment.

- Valid California Driver’s License required.
