The primary purpose of this position is: To serve as Deputy Chief, C2 Weapons Systems Division in the Directorate of Plans, Programs and Requirements at a major command (MAJCOM), sharing with the Division Chief the full scope of responsibility for directing the activities of the Division and, in the chief's absence, possesses the same authority and prerogatives. Responsibilities Works with the Division Chief in planning, organizing, and overseeing the activities of the Division. Participates with the Division Chief in the exercise of supervisory personnel management responsibilities. Serves as the command focal point for Requirements and Acquisition Management. Stakeholder Management and Strategic Advocacy. Requirements Conditions of Employment Qualifications This position has been designated by the Air Force as Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short note drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the DoD requirements and acquisition lifecycle, including the new Joint Force Requirements Process (JFRP), its interface with the Requirements and Resourcing Alignment Board (RRAB), and the Planning, Programming, Budgeting, and Execution (PPBE) process; Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and military organizations to provide command level staff guidance and complex Command and Control (C2) and Battle Management systems, including a comprehensive understanding of system-of-systems engineering and the Find, Fix, Track, Target, Engage, and Assess (F2T2EA) kill chain. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy to justify and defend complex programs to senior executive-level stakeholders. Ability to navigate complex organizational dynamics, build consensus among competing interests, and lead through influence. This includes demonstrated political savvy and stakeholder management skills to resolve conflict and ensure enterprise-wide alignment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
