Summary

This position located in the Fiscal Service, Aleda E. Lutz VA Medical Center. The purpose of this position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the organization supported organizational component/facility.

Help

Duties include but not limited to:

• Conducts limited studies and analyses to develop required data and information for reporting purposes; and prepares administrative reports.
• Prepares documents needed to process budget estimates. Writes reports that detail the purposes for which funds were obligated and expended.
• Performs analyses of budget requests, prepares justification statements, and compiles data to be used for forecasting obligations.
• Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives
• Reviews initial budget submission to ensure that planning guidelines are followed and the estimates for the non-medical financial assistance programs are in line with long-range planning targets.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

For GS-9 level

• Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviewing, analyzing, and monitoring organizational budgets to ensure accuracy and compliance; compiling and evaluating statistical and financial data for use in reports, studies, and presentations; utilizing automated financial systems, databases, and software applications to manipulate data, prepare summaries, and generate detailed budgetary reports; and communicating with and assisting program offices regarding budget formulation, execution, financial procedures, and the use of electronic financial systems. OR,
• Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at the graduate level .

For GS-11 level

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: level includes independently reviewing, analyzing, and evaluating organizational budgets to ensure accuracy, compliance with regulatory requirements, and alignment with program objectives; compiling, interpreting, and presenting complex statistical and financial data for reports, studies, briefings, and presentations; utilizing advanced features of automated financial systems, databases, and software applications to manipulate data, conduct trend analyses, and produce comprehensive budgetary reports; and advising and assisting program managers and service lines on budget formulation, execution, financial procedures, and the effective use of electronic financial management systems. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M. , if related.
