Major Duties

  • Serves on the DLA Liaison Officer and Contingency Planner teams supporting Commander, U.S. Central Command (USCENTCOM) and its Service Components.
  • Advises AFCENT and ARCENT on DLA support capabilities to ensure DLA is fully leveraged in pursuit of their objectives, providing timely and actionable intelligence to DLA CENTCOM and SOCOM leadership for support requirements.
  • Represents DLA with the Office of Secretary of War, the Joint Chiefs of Staff, USCENTCOM, Service Components, and Federal Agencies in planning and executing worldwide and regional exercises for contingencies, mobilization and emergency operations.
  • Serves as the Planning Officer to AFCENT and ARCENT, supporting USCENTCOM J4 and Components, and a primary focal point for disseminating, coordinating, and tracking USCENTCOM support issues and concerns to and from DLA.
  • Resolves shortfalls, limitations, and conditions impacting DLA’s ability to perform wartime logistics support. Collects and evaluates exercise/contingency operations to use for improving/revising Agency directives, instruction, or Support Plans.
  • Coordinates support planning and execution with DLA CENTCOM Support Branch, regional DLA major subordinate commands, and deployed activities to ensure DLA support is integrated, on-time, and accurate.
  • Responsible for evaluating the Agency’s support requirements to ensure After Action Reports (AARs) and lessons learned accurately articulate the Agency’s commitment to support the warfighter.

Qualification Summary

To qualify for a Logistics Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Extensive work within military planning, policies and concepts; wartime and emergency logistics doctrines; organization and planning systems; DoD, JCS, and Military Services worldwide logistics support policies, procedures, and practices; and the DoD logistics systems structure which develops/ evaluates comprehensive contingency, emergency and wartime logistics support plans. Expert knowledge of and work within the military command structure, missions, programs, and organizational relationships, to include the function and organizational structure of supply chain logistics. Expert knowledge of logistics management concepts, policies, methods, and regulatory requirements within logistical support planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as Emergency Essential (EE). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone. This position is being filled as Term appointment not-to-exceed (NTE) 3 years. Current permanent DLA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE 3 years and may be extended up to a total of five years or converted to a permanent promotion without further competition. Current permanent DLA employees eligible as a Reassignment/Change-to-Lower Grade, this position will be filled as a Reassignment/Change-to-Lower Grade with the intent to be limited to the time period specified in the announcement and may be reassigned at management's discretion. Upon termination/expiration of the temporary assignment, placement will be either to the gaining or previous organization in accordance with DLA policy (DLAI 1442.04) regarding placement rights after a time-limited assignment. For all others, if selected, this would be a Term/Time-Limited Appointment NTE 3 years, and not more than six years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment/appointment and that they may be released from this position upon management discretion.
