SENIOR ANALYST

Job Overview Senior Analyst – Rules and Projects Unit (Job Order #6664) at the Judicial Council of California. Salary: $7,941.00 – $11,912.00 per month (subject to temporary reduction). Work type: Permanent, full‑time, hybrid (required to be in person at the San Francisco or Sacramento office at least two days per week). Responsibilities Serve as program manager and subject matter expert for high‑visibility programs where law and technology intersect, including the Judicial Council forms program. Participate in strategic decision‑making related to the forms program. Serve as SME for the quality, functionality, and design of forms and the Adobe Experience Manager (AEM) software used to create them. Monitor industry standards and recommend changes to quality‑control procedures to improve forms and program efficiency; perform final review of forms for technical and quality assurance. Analyze and research in collaboration with other Judicial Council offices to implement and develop improvements—accessibility compliance, web‑based forms, integration with court case‑management systems, self‑represented litigant portals, document assembly, etc. Develop reports and presentations for advisory bodies, the Executive Office, Legal Services office management, as needed. Define, organize, and document forms development standards and procedures, testing protocols for quality assurance and functionality, and guidelines for the program. Plan, develop, and provide workshops and trainings for staff to promote compliance with forms policy and effective use of forms software. Act as the main contact for courts, the public, publishers, and other stakeholders for all forms‑related matters. Perform complex research and analysis on technology issues affecting the judicial branch, including political sensitivities, and develop collaborations between Legal Services and other offices. Research, analyze, consult on, and prepare memoranda on industry standards, best practices, and emerging technologies such as e‑filing, electronic signatures, electronic evidence, and privacy policies. Draft reports and other documents for advisory bodies. Develop, manage, and partner with other offices on law‑and‑technology projects (e.g., forms modernization, public access, e‑filing initiatives); participate in decision‑making, develop agendas, project plans, timelines, and task lists. Perform additional duties as assigned, including substantive searches, budgeting, procurement, and research on funding opportunities. Minimum Qualifications Bachelor’s degree and four (4) years of analytical experience in program analysis, development, implementation, research, or evaluation (substitutions for degree or experience as specified). Or Master’s degree in a related field and one (1) year of analytical experience. Or one year in the Analyst classification with the Judicial Council of California or comparable experience at the state level. Desirable Qualifications Experience in law and technology with the ability to communicate technical language between the fields. Experience with Adobe Experience Manager (AEM) Forms or similar forms‑building programs. Familiarity with emerging technologies, database systems, and computer programs. Knowledge of court‑operations technology (case‑management systems, self‑represented litigant portals, document assembly, e‑filing, e‑signatures, hybrid‑court tech). Project/program management experience (organization, logistics, deadline coordination, monitoring schedules, status, and compliance). Research skills on industry trends, solutions, and best practices. Data gathering, analysis, and logical reasoning abilities. Strong written and oral communication, including authoring and presenting reports and documents. Experience in public communications.
