Position Overview
We are seeking a Senior COBOL Developer / Programmer / Technical Lead to support the maintenance, enhancement, and development of mission-critical business systems supporting driver, vehicle, and traffic-violation processing. The environment is a Windows-based Client-Server architecture, with COBOL as the backend and .NET as the user interface. The selected candidate will work independently, lead technical development activities, collaborate closely with business users, and provide production support for core business applications.



Key Responsibilities

• Analyze core business applications and assigned development or system-modification tickets.
• Lead technical analysis and recommend solutions for assigned tickets and projects.
• Collaborate with business units to define business requirements and translate them into detailed technical specifications.
• Obtain business approval/sign-off on technical and functional specifications.
• Develop, code, test, debug, and deploy application enhancements.
• Validate solutions with impacted users to ensure requirements are fully met.
• Provide Level 3 production support for critical business applications.
• Monitor, troubleshoot, and resolve application issues in production.
• Provide regular project and production-support status updates to management and business analysts.
• Mentor and guide less-experienced technical team members.
• Plan, coordinate, lead, and review development activities and technical personnel.

Required Skills

• Strong hands-on experience with Visual COBOL V9 or higher, including architecture and application development.
• Strong background in system analysis, design, coding, testing, debugging, and implementation.
• Experience developing and maintaining complex, mission-critical applications in a Windows-based Client-Server environment.
• Experience leading technical software development teams through planning and deployment.
• Strong experience developing and testing COBOL-based business systems integrated with Oracle SQL databases.
• Strong Level 3 production support experience.
• Ability to work directly with business units as a primary technical contact.
• Experience gathering, analyzing, reviewing, and translating business requirements into technical specifications.
• Strong understanding of software development and application maintenance methodologies.
• Oracle 19+ SQL proficiency.
• Familiarity with Microsoft Visual Studio .NET / C# development environments.
• Experience working in a government or public-sector environment.
• Experience with governmental business systems and regulatory requirements.
• Visual COBOL technical certification is preferred.
