Program Manager Job Locations US-Remote ID 2026-14580 # of Openings 1 Overview LMI is seeking an experienced and highly adaptable Program Manager to support a U.S. Department of Veterans Affairs (VA) program focused on suicide prevention and mental health. This role will serve as a deputy and trusted right hand to the Sr Program Manager, helping lead day-to-day contract operations, client delivery, workforce management, technical execution, and strategic growth. The successful candidate will independently lead major aspects of the program, maintain visibility across multiple projects and workstreams, supervise and develop staff, anticipate and resolve delivery challenges, and step in for program leadership as needed. This individual must be comfortable operating with limited direction, bringing structure to ambiguity, making sound decisions, and moving seamlessly between client engagement, team leadership, internal operations, technical delivery, and business strategy. A significant part of this role is people leadership. The Program Manager will supervise employees across different roles, disciplines, levels of seniority, and career stages. The successful candidate must be comfortable setting clear expectations, coaching and developing employees, recognizing strong performance, addressing performance or behavioral concerns directly, and having difficult conversations when necessary. The ideal candidate brings strong federal program management experience, operational discipline, business acumen, and an interest in helping grow LMI's VA portfolio. Experience with Agile delivery and familiarity with Jira, Azure DevOps, Microsoft Power Platform, SharePoint development, and/or program evaluation is strongly preferred. Responsibilities Serve as a deputy to the Sr Program Manager, providing leadership across contract operations, client delivery, staffing, financial performance, and strategic priorities. Independently lead program activities and represent program leadership with clients, internal stakeholders, and delivery teams as needed. Directly supervise and manage employees across different job families, technical disciplines, titles, experience levels, and levels of seniority. Set clear performance expectations, provide ongoing feedback and coaching, support professional development, and hold employees accountable for performance, behavior, and delivery commitments. Lead LMI's Performance 365 process for assigned staff, including goal setting, ongoing performance discussions, career development, recognition, documentation, and formal performance reviews. Address performance concerns early and directly, including conducting difficult or sensitive conversations, establishing improvement expectations, documenting issues appropriately, and partnering with leadership and HR when necessary. Plan, coordinate, and oversee execution across multiple concurrent projects and workstreams, ensuring priorities, resources, risks, and outcomes remain aligned. Establish and maintain effective program operating rhythms, governance, schedules, action tracking, decision logs, and performance reporting. Monitor cost, schedule, scope, staffing, utilization, and performance, identifying emerging issues and recommending corrective actions. Support program financial management, including forecasting, budget monitoring, labor planning, variance analysis, and monthly reporting. Lead workforce planning activities, including staffing strategy, recruiting, interviewing, onboarding, resource allocation, and performance oversight. Build and sustain trusted relationships with VA stakeholders, program leadership, technical teams, partners, and LMI leadership. Translate evolving client priorities into actionable requirements, work plans, deliverables, and resource needs. Lead and support Agile delivery using Scrum, Kanban, or hybrid approaches, including backlog management, prioritization, dependency management, and continuous improvement. Use Jira, Azure DevOps, SharePoint, dashboards, and related tools to maintain visibility into milestones, risks, dependencies, decisions, and delivery performance. Coordinate multidisciplinary teams that may include developers, analysts, data scientists, evaluators, technical leads, and subject matter experts. Partner with technical teams delivering solutions involving Microsoft Power Platform, SharePoint, analytics, data, workflow automation, and program evaluation. Proactively identify and resolve operational, technical, staffing, client, and delivery risks before they affect program performance. Develop executive briefings, program reviews, status reports, dashboards, recommendations, and decision materials for VA and LMI leadership. Facilitate client and internal leadership meetings, drive decisions, assign accountability, and ensure follow-through. Ensure program activities and deliverables meet applicable contractual, VA, federal, security, privacy, and LMI requirements. Identify and implement opportunities to improve program operations, delivery processes, team effectiveness, and client outcomes. Support account strategy and organic growth by identifying emerging client priorities, unmet needs, and opportunities for expanded LMI support. Contribute to business development, capture, proposals, solution development, and strategic planning, including shaping approaches, developing content, coordinating technical expertise, and supporting client presentations. Connect client needs with capabilities across LMI to develop integrated solutions and strengthen the broader VA account. Mentor project managers and team leads, helping strengthen delivery discipline and develop future program leadership capability. Qualifications Bachelor's degree in business, management, public administration, health administration, information systems, technology, public health, or a related field. 7+ years of experience in program management, project management, operations, consulting, technology delivery, federal contracting, or a related discipline. Demonstrated experience serving in a deputy program manager, senior project manager, program operations lead, or comparable leadership capacity. Demonstrated people-management experience, including direct supervision of employees across multiple roles, disciplines, or levels of seniority. Experience establishing performance expectations, coaching employees, supporting career development, recognizing strong performance, and addressing performance or conduct issues. Demonstrated ability and willingness to have direct, constructive, and sometimes difficult conversations with employees and leaders when accountability, performance, behavior, or delivery expectations are not being met. Experience managing formal performance-management processes; familiarity with Performance 365 or similar continuous performance-management approaches is preferred. Ability to lead effectively in a matrixed environment, influence without direct authority, align individuals with competing priorities, and create accountability across multiple teams and stakeholders. Demonstrated ability to manage multiple workstreams, priorities, schedules, risks, and stakeholders. Experience working in Agile delivery environments, including Scrum, Kanban, or hybrid approaches. Experience with Jira, Azure DevOps, or similar delivery-management tools. Familiarity with one or more of the following: Microsoft Power Platform; SharePoint development or modernization; Program evaluation, performance measurement, analytics, or data-informed decision support. Strong operational, organizational, and problem-solving skills. Demonstrated ability to work independently, exercise sound judgment, and lead with minimal direction. Strong client-facing communication and relationship-management skills. Excellent written and verbal communication, including executive-level briefings and recommendations. Ability to work effectively across technical and non-technical teams. Demonstrated experience in business development, capture, proposal development, client growth, or account strategy. Ability to obtain and maintain a Public Trust clearance Desired Qualfications: Prior experience supporting the U.S. Department of Veterans Affairs, particularly VHA or VA central-office programs. Experience in suicide prevention, mental health, behavioral health, healthcare, public health, or Veteran services. Experience with Microsoft Power Platform, SharePoint, program evaluation, analytics, or digital modernization. Experience managing multidisciplinary technical and analytical teams. Federal contract operations experience, including staffing, financial management, forecasting, and deliverable management. Experience supporting business development, capture, proposals, solutioning, or organic account growth. PMP, CSM, PMI-ACP, SAFe, Microsoft, or related certifications.
