Responsibilities

LMI is seeking a skilled Supply Chain Management Specialist at our client site in Arlington, VA. Successful LMI Supply Chain Consultant will demonstrate competency in Army audit, project execution, leadership critical thinking, relationship management, and business growth while upholding the highest standard of ethical behavior.

The candidate will work onsite at the Pentagon as a member of a team of consultants supporting the Army G-4's Major End Items Division responsible for policies, publications, and processes related to Class II, VII & VIII property management to include existence and completeness efforts of general equipment in support of financial reporting, audit and property accountability. The consultant should possess general knowledge of the Financial Improvement and Audit Readiness (FIAR) domain and experience with DoD logistics and supply chain management. Familiarity with DoD and Army audit, property book and unit supply policy, as well as overall Army policies and procedures is helpful. The candidate must be adept at researching complex supply chain and audit issues, analyzing supporting data, and be comfortable with facilitating meetings with opposing viewpoints across a variety of DoD and Army stakeholders across the audit domain. The candidate must be able to work autonomously, while also in a team environment, set high standards for personal performance, have strong organizational skills, be detail-oriented, and be able to work with minimal guidance, while maintaining flexibility in specific task adjustments. Position requires a DoD Secret clearance.

    Provide analytical and technical support for Army audit readiness efforts for major end items.
  • Provide policy analysis and compliance review to achieve and maintain enterprise-level visibility of Army major equipment and general property assets from initial receipt through disposal to meet the congressionally mandated requirements for existence and completeness.
  • Analyze systemic issues with Army Enterprise Systems Integration Program (AESIP) capital asset reports to identify transactional errors and recommend Enterprise Resource Planning (ERP)-wide solutions. This includes analysis of present Accountable Property Systems of Record (APSRs) and consideration of potential opportunity for improvement.
  • Provide recommendations for a path forward and build consensus across key stakeholders and synchronize corrective action plans (CAPs) to resolve issues identified as Notices of Findings and Recommendations (NFRs) by the independent public accountant (IPA) during general equipment (GE) existence & completeness (E&C) audits.
  • Develop validation processes to measure effectiveness of training, policy, controls, and ERP system changes aimed at improving capital asset accountability. Provide analysis to determine if there is a lack of compliance with Office of the Secretary of Defense (OSD) or Army policy as well as property book and unit supply. Identify second and third-order impacts including, but not limited to, fiscal, contractual or material impacts.
  • Participate in Army working groups to decompose level 1 and 2 business process maps including, but not limited to, the acquire-to-retire (A2R) end-to-end (E2E) business processes.
  • Assist in the development of strategic messaging of Army fragmentary order (FRAGO), execution order (EXORD), All Army Activities (ALARACTs), Executive Summary's (EXSUM) and annexes required to achieve a clean audit opinion.
  • Provide support for external auditor site visits including preparation and on-site support at auditor-selected Army sites. Assist with the resolution of systemic issues identified during general equipment existence and completeness testing of capital assets, including government furnished property (GFP).
  • Provide analysis, recommendations, and develop briefs to synchronize enterprise stakeholders to support audit readiness efforts for the transparency and redistribution of equipment at various forums. Forums in support of a clean audit opinion include, but are not limited to, Business Mission Area Committee (BMAC); ERP Integrated Product Team (IPT); AESIP Master Data IPT; G-4 and Army Materiel Command Serialized Item Management (SIM) meeting; Defense Logistics Agency (DLA)/Army Inventory Synchronization meeting, and G-4 and DLA Synchronization session.
  • Participate in OSD working groups, as required, to coordinate with OSD and the Services on GE, government furnished property (GFP), and A2R policies and procedures that impact asset visibility, audit readiness, and unit supply and property books.
  • Support government organizations such as the DoD to progress in correcting audit findings and material weaknesses in Inventory, Operating Material & Supplies, and Requisitioning.;
  • Support government organizations such as the DoD for inventory and distribution business ideas, innovative solutions, and alternatives that will improve business practices and decision making.
  • Review and monitor Defense Components Supply Working Capital Funds programming and budgeting requirements.
  • Analyze and assess DoD and other government agency logistics and supply chain policies and procedures against current performance metrics and make recommendations on policy and/or process improvements.
  • Provide administrative and technical writing support for the successful maintenance and update of DoD and other government agency supply chain issuances and policies to include:
    • Work collaboratively with the appropriate government stakeholders to capture and articulate information for DoD and other government agency issuances maintenance and updates and;
    • Work with appropriate DoD and other government agency personnel to identify and capture current and changes in supply chain business processes for policy and procedures in issuances; incorporate policy and procedures changes into issuances based on guidance and recommendations from GAO, IG Audits and directive memorandums.
  • Provide program management support, perform data analysis, develop briefings and papers for all levels of DoD leadership, and conduct research in support of DoD logistics strategy and supply chain initiatives.
  • Prepare and finalize correspondence including letters, memoranda, briefings, speeches, presentations, meeting minutes, and reports.

Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelors degree in business administration, supply chain management, logistics, or similar discipline.
  • 10 plus years' experience in DoD logistics, personal property, audit, and supply chain management.
  • Knowledge of the FIAR domain.
  • Excellent quantitative and analytical skills.
  • Knowledge of a variety of DoD and Army accountable property systems of record (APSRs) such as, but not limited to, AESIP, Global Combat Support System-Army (GCSS-Army), Logistics Modernization Program (LMP), Defense Property Accountability System (DPAS), Distribution Standard System (DSS).
  • Demonstrated ability using the MS Office Suite to include Word, PowerPoint, Excel and Visio.
  • Superior communication skills, both oral and written. Ability to write, edit, and proofread a variety of presentations, position papers, and memoranda.
  • High energy, enthusiasm, tact, and ability to effectively interact with General Officers and Senior Executive Service civilians.
  • Ability to create and foster a cooperative teamwork environment. Comfortable facilitating meetings with opposing viewpoints.
  • Self-directed, detail-oriented in completing assigned tasks, able to adapt to changing work efforts and manage impact of shifting priorities.
  • Availability for occasional travel.
  • DoD Secret clearance required.

Desired Skills:

Target salary range: $80,000 - $130,000. Final compensation will be determined by a variety of factors including but not limited to your skills, experience, education, and/or certifications.
