This role independently supports the planning, coordination, implementation, monitoring, and reporting of scientific and administrative program activities, including facilitating stakeholder communication, maintaining program databases and websites, and assisting with financial and administrative coordination related to HIV/AIDS research relevant to heart, lung, blood, and sleep disorders. A Master's degree in a health or science-related discipline is required (Doctoral degree preferred), along with a minimum of ten (10) years of NIH scientific program management experience. Direct NHLBI HIV/AIDS Program experience is preferred, and candidates must have experience conducting quantitative and/or qualitative portfolio analysis, supporting NIH-wide HIV committees and working groups, and translating HIV research priorities into funding opportunity announcements, program announcements, requests for applications, or related funding mechanisms. preparing reports to assess effectiveness of programs; reviewing planning proposals; developing and implementing comprehensive studies of performance measures; and developing metrics and milestones Work products and documents related to developing reports to identify changes in program direction and operation; reviewing documentation for compliance; coordinating activities and data calls; and conducting literature reviews and online searches Work products and documents related to arranging seminars and workshops; maintaining public and Intranet websites; developing administrative SOPs; and preparing scientific talks and presentations Work products and documents related to facilitating communications; developing working groups and meetings; preparing meeting materials; completing progress reports and PowerPoint presentations; supporting NHLBI HIV/AIDS budget activities; and managing coding of HIV/AIDS grants Statement of Work Details Collaborate with staff on general scientific issues related to the NHLBI HIV/AIDS Program, with active participation in the research agendas Work with staff on the development and coordination of scientific initiatives, including Program Announcements (PAs), Requests for Applications (RFAs), and Requests for Proposals (RFPs) Support the coordination, implementation, and monitoring of scientific programs and activities Plan, initiate, monitor, and conduct administrative/portfolio analyses to evaluate program effectiveness in meeting established goals Analyze and evaluate changes in program plans, objectives, and funding, and their effect on financial and programmatic milestones Maintain and update databases and spreadsheets Perform analysis and prepare reports to assess the effectiveness of programs Review short- and long-range planning proposals to ensure alignment with organizational objectives and mission Develop and implement comprehensive studies of performance measures to evaluate program productivity, and develop metrics and milestones to assess program progress Advise the NHLBI AIDS Coordinator of unique conditions and issues affecting administrative functions Develop reports that identify and recommend changes in program direction and operation Review documentation for compliance with policy and procedures; oversee manuscript preparation; interpret instructions for adherence to format; organize manuscripts for review; collect data; and provide summaries for analysis and interpretation Coordinate activities and data calls from the NHLBI Immediate Office of the Director (IOD), NHLBI Financial Management Branch (FMB), NHLBI Office of Grants Management (OGM), NIH Office of AIDS Research (OAR), Congress, and the press Conduct literature reviews and online searches to examine the current state of HIV/AIDS-related heart, lung, blood, and sleep research, and prepare reports summarizing and synthesizing the body of work Prepare, present, and disseminate information about advances in promising new approaches and developments in HIV/AIDS-related heart, lung, blood, and sleep disease prevention and treatment Arrange seminars and workshops to assess the current state of the science of disease prevention, and facilitate collaborative efforts with NIH Institutes and Centers and other governmental and non‑governmental agencies Maintain and update the NHLBI HIV/AIDS Program public and Intranet websites Keep current on Department of Health and Human Services (DHHS), NIH, NHLBI, and NIH OAR grants policies relevant to HIV/AIDS Develop administrative standard operating procedures for the program Work with staff on the preparation of scientific talks and presentations Assist in other NHLBI HIV/AIDS Program-related activities Facilitate communication among the NHLBI HIV/AIDS Team, NHLBI staff, and NHLBI leadership by providing information about the NHLBI HIV/AIDS Program and serving as a resource for general inquiries Facilitate communication with other Institutes/Centers and the NIH Office of AIDS Research Work with staff on the development and coordination of working groups and meetings, including team meetings Prepare materials for meetings, including agendas and background materials Complete progress reports; flag potential issues; synthesize and summarize research findings; and draft and finalize top-line reports and PowerPoint presentations Coordinate and disseminate information, provide status updates, and prepare reports to NHLBI leadership and OAR Collaborate with staff on administrative tasks regarding the NHLBI HIV/AIDS budget Manage coding of HIV/AIDS grants, as required by the NIH Office of AIDS Research on a quarterly basis The diversity of Axle’s employees is a tremendous asset.
