Healthcare Engineer

Summary The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This position assists with project planning, design development, and construction management for Minor Construction Projects, Non-Recurring Maintenance (NRM) projects, Station level projects, and leases including all areas at an assigned medical center for the VASNHS and associated Community Based Outpatient Clinics (CBOCs) Responsibilities The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-12, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Th e position assists in the investigation of requirements for health care projects in relation to the needs of the Healthcare System. The position begins the evaluation of how to accomplish the requirements of the project and identifies potential risks necessary to complete the construction within the healthcare facility. The position provides basic reviews on design submission s to evaluate healthcare code compliance and references within the documents for regulations and codes applied to healthcare. The position provides a first-line quality assurance for project designs while developing experience and knowledge to apply to future higher complexity projects. Development of a basic awareness of The Joint Commission ( TJC) requirements, NFPA 1 01 the Life Safety Code, and NFPA 99 Healthcare Facilities Code, in addition to VA design requirements is necessary to provide Architectural / Engineering firms guidance on complex healthcare designs to ensure compliance and regulatory requirements are met for the medical facility. This guidance is provided under direct oversight of a senior Healthcare Engineer The position assists in the development and review of concept documents, Tracks and manages the status, changes and updates to projects over their life cycle in various VA database systems, such as the Veterans Support Service Center ( VSSC) and Capital Assets inventory. The position is a member as assigned to certain key committees including A/E Selection Committee, Construction Technical Evaluation Committee, and various Design Teams including construction projects where the incumbent assists more senior Healthcare Engineers in the execution of committee duties. The position develops skill sets encompassing a wide range of engineering fields including, but not limited to identifying and defining assigned problems dealing with structures, mechanical, HVAC, sprinkler, fire and life safety, architectural, and electrical systems. The position is expected to work under direct supervision to solve issues and determine a workable and cost-effective solution within their purview and to elevate issues to more senior Healthcare Engineers as the need arises. Assists in an array of pre-planning activities that include coordinating cross-departmental planning meetings, developing Scopes of Work, conceptual project designs, and government cost estimates, and ensures project documents are produced in accordance with VA Contracting and information Security requirements. Work Schedule: Monday - Friday, 0730am-4pm Requirements Conditions of Employment You must be a U.S. Citizen to apply for this job. Grade Determinations: GS-09 Healthcare Engineer (Developmental) - Experience/Education Requirement: In addition to meeting the basic requirements, to qualify for the GS-09 you meet one of the following: at least 1 year of experience equivalent to the next lower grade level (GS-7); a Master of Engineering degree or Master of Architecture degree or Master of Science degree in Engineering or a related field of study as outlined in paragraph 4.b.(1); or possess a Bachelor's degree as outlined in paragraph 4.b.(1) plus two full years of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the core competencies for GS-09 level assignment. -And- In addition to meeting the experience or education for the GS-9 level, do you possess the following Knowledge, Skills and Abilities? Knowledge of the principles, theories, concepts and practices of the engineering profession. Ability to interpret relevant codes, regulations, guidelines and standards to make recommendations to assure compliance with healthcare facility programs. Ability to understand the operational professional engineering needs of clinical services in the healthcare system. Ability to prepare material on current technical topics and trends for presentation to other technical staff and mid-level hospital management and to keep abreast of changes in engineering technology related to a healthcare facility. GS-11 Healthcare Engineer (Developmental) - Experience/Education Requirement: In addition to meeting the basic requirements, to qualify for the GS-11 you meet one of the following: at least 1 year of experience equivalent to the next lower grade level (GS-9); possess a Ph.D. or equivalent doctoral degree in Engineering or a related field of engineering as outlined in paragraph 3.b.(1); possess a Master of Engineering degree, Master of Architecture degree, Master of Science degree in Engineering or a related field of study as outlined in paragraph 4.b.(1), plus 1 full year of progressively higher level graduate education in a related field of study, provided the applicant's total background demonstrates the knowledge, skills and abilities for GS-11 level assignment; or possess a Bachelor's degree as outlined in paragraph 4.b.(1) plus 3 full years of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the knowledge, skills and abilities for GS-11 level assignment. -AND- In addition to meeting the experience or education for the GS-9 level, do you possess the following Knowledge, Skills and Abilities? Knowledge of either mechanical, electrical, structural, civil or other engineering/architectural principles, practices and their applications in the healthcare environment. Knowledge of basic project management principles as applied to the healthcare setting. Ability to apply healthcare engineering related standards, codes, policies and regulations, inclusive of, state and local codes. Ability to communicate effective orally and in writing with internal and external customers with tact and diplomacy. Ability to develop material for clinical or administrative staff that addresses the principles and application of engineering technology and/or theory used in healthcare. Ability to advise staff on emerging engineering technology related to a healthcare facility, while keeping abreast of changes in such technology and utilizing the information to solve healthcare facility engineering challenges. GS-12 grade level (Full Performance Level): One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:(a) Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment.(b) Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering.(c) Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards.(d) Skill in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures.(e) Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets.(f) Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms. Employees at this level serve as Healthcare Engineers at the full performance level. They work independently, under general supervision with wide latitude to exercise independent judgment. Healthcare Engineers demonstrate intimate grasp of high order healthcare engineering and capital subject matter. They serve as institutional resources for healthcare delivery processes and systems, working extensively with clinical stakeholders, acquisition staff, contractors and executive leadership by leading healthcare engineering programs, technology assessments, integration planning and 8 implementation of both current and emerging technologies. Healthcare Engineers support the delivery of healthcare to Veterans by contributing to the education of clinical staff, planners and leadership to ensure safe and efficient healthcare delivery. Healthcare Engineers plan, execute and document highly complex, multi-faceted healthcare facility construction projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. They identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures, as it relates to the healthcare environment. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
