This person will establish the local culture, mentor and develop employees, strengthen project delivery, expand client relationships, recruit additional talent, and build the office into a larger multidisciplinary operation serving Central Florida.\nThis is not a purely administrative position. Approximately 50% of the role will remain focused on technical production and project delivery, with the remaining 50% dedicated to leadership, client development, staff management, operational oversight, and strategic growth.\nThe ideal candidate is a technically credible, client-oriented Professional Engineer who enjoys both engineering and leadership. Candidates do not need to have previously held the title of Office Leader. SCS is open to an established Senior Project Manager, Project Director, Department Manager, Practice Leader, or Senior Civil Engineer who is ready to move into a broader leadership role.\nWhy This Provide day-to-day leadership for the Orlando office and its current three-person team.\n Establish a clear vision and sustainable growth plan for the local operation.\n Create an engaged, accountable, collaborative, and safety-focused office culture.\n Serve as the primary local representative of SCS Engineers in the Central Florida market.\n Coordinate the office's workload, staffing priorities, project assignments, and resource needs.\n Maintain visibility into project schedules, budgets, quality, profitability, and client satisfaction.\n Work with regional and national leadership to establish annual office goals and performance priorities.\n Identify operational challenges and implement practical solutions.\n Promote collaboration between the Orlando office and other SCS offices and technical practices.\n Help determine which services, markets, and client segments offer the strongest growth opportunities.\n Support the development of annual revenue, backlog, hiring, and profitability objectives.\n Represent the office at company leadership meetings, industry events, and professional organizations.\n\nTechnical Production and Project Delivery — Approximately 50%\n\n Spend approximately 50% of the position actively engaged in technical production, project management, design leadership, and quality control.\n Prepare or oversee engineering calculations, drawings, technical reports, specifications, cost estimates, and permit applications.\n Lead civil designs involving paving, grading, drainage, stormwater, utilities, and related site infrastructure.\n Serve as Project Manager, Technical Lead, and, where appropriate, Engineer of Record.\n Review technical deliverables for accuracy, constructability, regulatory compliance, and alignment with client expectations.\n Establish project scopes, schedules, staffing plans, budgets, and quality-control procedures.\n Coordinate civil, environmental, geotechnical, survey, CAD, and field resources.\n Direct and review work completed in AutoCAD and Civil 3D environments.\n Lead permitting and regulatory-agency coordination.\n Participate in field investigations, inspections, construction observations, data collection, and project meetings as needed.\n Resolve complex design, permitting, construction, and operational challenges.\n Certify engineering documents and regulatory submittals within the limits of professional licensure and project responsibility.\n Ensure projects follow SCS quality-management and health-and-safety procedures.\n Manage project financial performance, including labor utilization, scope control, invoicing, collections, and profitability.\n Maintain proactive communication with clients concerning schedule, budget, permitting, deliverables, and emerging risks.\n\nStaff Leadership and Team Development\n\n Lead, coach, and mentor engineers, designers, technicians, scientists, and project professionals.\n Establish clear performance expectations and provide timely, constructive feedback.\n Support employees in developing technical, project-management, client-service, and leadership skills.\n Delegate work effectively while maintaining accountability for quality and deadlines.\n Conduct or contribute to performance reviews, career-development plans, and promotion recommendations.\n Identify staffing gaps and create a strategic hiring plan for the Orlando office.\n Recruit and retain high-performing professionals who align with SCS's employee-ownership culture.\n Develop succession plans and future project and office leaders.\n Encourage professional licensure, certifications, continuing education, and participation in industry organizations.\n Balance workload across the local office and broader regional organization.\n Promote an environment in which employees can take ownership of their work and grow professionally.\n\nClient Leadership and Business Development\n\n Maintain and expand relationships with existing public- and private-sector clients.\n Serve as a trusted advisor who understands each client's technical, regulatory, operational, and business challenges.\n Identify opportunities to expand SCS services within existing client accounts.\n Develop relationships with municipalities, counties, developers, utilities, solid waste authorities, private operators, attorneys, contractors, and other strategic partners.\n Build a qualified pipeline of opportunities aligned with the Orlando office's capabilities.\n Lead or support client-account plans, sales plans, and key-opportunity strategies.\n Monitor procurement opportunities and evaluate requests for proposals and qualifications.\n Participate in go/no-go decisions.\n Prepare and review proposals, scopes of work, fee estimates, schedules, and interview presentations.\n Lead client presentations, contract discussions, and project negotiations.\n Participate in conferences, professional associations, technical committees, and community organizations.\n Collaborate with SCS subject-matter experts to bring additional capabilities to Florida clients.\n Develop a balanced portfolio of repeat-client work and strategically selected new business.\n Protect client relationships through responsive communication, quality delivery, and consistent follow-through.\n\nFinancial and Operational Management\n\n Take ownership of the Orlando office's operational and financial performance.\n Monitor backlog, revenue, profitability, utilization, project performance, and staffing capacity.\n Support annual budgeting and business-planning activities.\n Evaluate project risk before proposals and contract commitments are finalized.\n Establish appropriate staffing and project-delivery plans.\n Review project financial reports and intervene when projects deviate from scope, schedule, or budget.\n Promote accurate forecasting, timely billing, and responsible collections.\n Balance near-term production demands with the office's long-term growth objectives.\n Work with company leadership to make sound decisions regarding hiring, investments, and market expansion.\n Uphold professional, contractual, regulatory, quality, and ethical standards.\n\nRequired Qualifications\n\n Bachelor's degree in Civil Engineering, Environmental Engineering, Geotechnical Engineering, or a closely related engineering discipline.\n Active Professional Engineer license.\n Florida P.E. license or the ability to obtain Florida licensure through reciprocity within an agreed timeframe.\n Approximately 8–30 years of relevant professional experience.\n Demonstrated experience delivering civil, stormwater, land-development, environmental, solid waste, geotechnical, or related infrastructure projects.\n Experience managing projects from proposal and scope development through design, permitting, construction support, and closeout.\n Ability and willingness to remain actively involved in technical production for approximately 50% of the role.\n Experience managing project scope, schedule, budget, staffing, quality, and profitability.\n Strong knowledge of engineering design practices, permitting processes, and regulatory coordination.\n Ability to review and direct the preparation of engineering calculations, plans, reports, specifications, and permit applications.\n Strong written, verbal, presentation, and client-relationship skills.\n Demonstrated ability to mentor and coordinate technical employees.\n Sound professional judgment and the ability to make decisions with incomplete or evolving information.\n Ability to work effectively across offices, disciplines, and technical practices.\n Valid driver's license and an acceptable driving record.\n Ability to travel periodically to client sites, project locations, and other SCS offices.\n\nPreferred Qualifications\n\n Master's degree in Civil, Environmental, Geotechnical, or a related engineering discipline.\n Current Florida P.E. license.\n Experience in engineering consulting.\n Existing relationships within Central Florida's municipal, county, development, environmental, utility, or solid waste markets.\n Experience leading an office, department, practice group, or multidisciplinary team.\n Previous responsibility for profit-and-loss performance, budgeting, or business planning.\n Experience recruiting and building technical teams.\n Demonstrated success developing repeat business and winning new work.\n Experience with public-sector procurement, RFPs, RFQs, and consultant-selection processes.\n Technical experience in one or more of the following areas: \n \n Stormwater and drainage\n Site and land development\n Civil infrastructure\n Solid waste facilities\n Landfills and landfill infrastructure\n Landfill-gas systems\n Transfer stations and materials recovery facilities\n Environmental permitting and compliance\n Site remediation\n Construction administration\n Renewable energy or resource recovery\n \n Experience serving as Engineer of Record or certifying engineer.\n Familiarity with AutoCAD, Civil 3D, stormwater-modeling applications, GIS, and common engineering project-management systems.\n Participation in organizations such as FES, ACEC Florida, ASCE, SWANA, FWEA, APWA, or related professional and industry associations.\n\nCompensation and Benefits\n\n
