The Department of Justice, Office of Human Resources is looking for enthusiastic, highly motivated individuals who enjoy working in a positive team environment to join our Payroll and Benefits Services, Benefits Consultation Unit. Role Overview The Health Benefits Consultant serves as one of the department’s subject‑matter experts for all state-sponsored benefit programs and is responsible for a wide variety of the more complex and highly technical benefit management duties, including medical and dependent reimbursement accounts; flex, goben cash; health, dental and vision programs; other post‑employment benefits deductions; health care cash benefits; and dependent eligibility and re‑verification. Responsibilities Provide consultation to employees on all aspects of the enrollment process and conduct benefits orientation for new hires. Serve as the administrative processor of health benefit transactions in accordance with the California Public Employees’ Retirement System and department policy and procedure. Administer and manage all aspects of the annual benefits open enrollment process, including evaluating and disseminating annual benefit changes, roll‑out of annual health benefit information to department employees, and updating the intranet. Assist with enrollment, re‑qualification, and eligibility verification for all state‑sponsored benefit programs. Minimum Requirements Analyst II ($6,031.00 – $7,547.00 per month) is the minimum classification for this position. Alternate scale Analyst I ($3,861.00 – $4,839.00 per month) may be considered for eligible candidates. Desirable Qualifications Experience with and knowledge of civil service laws, rules, and regulations pertaining to benefit administration. Experience working independently performing analytical and technical benefit management duties. Experience working with state control agencies and external customers, orally and in writing, to resolve complex benefit issues. Strong organizational skills; ability to show initiative, take a proactive approach to work, and follow through on action items and goals. Excellent communication skills, including the ability to communicate appropriately with all levels of departmental staff, up to and including executive management. Knowledge and/or experience providing training in a classroom or individualized setting; knowledge and/or experience managing projects. Experience maintaining confidentiality of information and records; managing multiple and changing priorities; and demonstrating good judgment. Dependable and punctual, with an excellent attendance record. Knowledge of modern office methods and equipment, including experience with personal computers, SharePoint, Microsoft Word, Excel, PowerPoint, and other common applications.
