The Florida Department of Health in Hillsborough County is seeking an Environmental Administrator-hlth. This is an internal promotional opportunity only. Only current DOH employees will be considered. This executive level position is a member of our Senior Leadership Team responsible for strategic planning and decision making to support the mission, vision, and values of the Department of Health- Hillsborough. This position reports directly to the Department of Health Hillsborough County Assistant Director and is responsible for oversight of our Environmental Health Division. This position provides planning, management, and leadership for 50 employees, a budget of approximately $3.5M, and directly supervises four program managers that oversee multiple environmental health programs.

Responsibilities include:

• Provide direction, leadership, consultation, and advice to improve the services provided that contribute to the environmental health of our community.
• Guide, coach, and support program managers to ensure best outcomes and high-quality service.
• Supervise direct reports including motivating, training, providing guidance and direction.
• Develop expectations and meets with staff regularly to discuss performance, completes performance reviews, and disciplinary actions, if needed.
• Maintain vacation and work schedules to ensure proper coverage and completes timesheets.
• Ensure all staff complete required training and are offered additional training.
• Enforce laws and regulations which protect health and ensure safety.
• Direct activities in determining the nature and dimensions of environmental health programs within the community.
• Evaluate information compiled with reference to environmental health problems.
• Propose conclusion and recommendations to CHD Director, orally and in writing.
• Determine nature and scope of environmental health problems to be investigated.
• Interview persons to obtain specific information about environmental health problems.
• Initiate environmental health investigations.
• Handle highly sensitive complaints, inquiries and emergencies.
• Direct agency action to be taken against violating source.
• Participate in legal action against violators.
• Initiate enforcement proceedings.
• Examine documents, licensure applications, and planning specifications.
• Compile and submit recommendations.
• Respond to disasters and assisting in recovery and to ensure essential services are sustained.

Required Knowledge, Skills, and Abilities:

• Knowledge of public health, management principles and practices, knowledge of data collection and analysis principles and procedures, knowledge of administrative principles and practices, budget preparation and administration.
• Skills in performing Environmental Health inspections, skills in providing excellent customer service, skills in analyzing data and determining trends.
• Ability to effectively manage people and programs, to collect, evaluate, analyze and interpret scientific or technical data, to communicate effectively both verbally and in writing, to prepare technical reports, ability to use personal computers, to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs, ability to deal with the public in a tactful and courteous manner, ability to work independently, ability to plan, organize and coordinate work assignments, and effectively manage time, ability to establish and maintain effective working relationships with others, and ability to utilize problem-solving techniques.

Minimum Qualifications:

• Bachelors' Degree in Environmental Health, Public Health, Environmental Science, or a Physical or Biological Science from an accredited college or university with no less than 30 semester hours or 40 quarter hours of major course work in Environmental Health, Environmental Science, or a Physical or Biological Science (F.S. Chapter 381.0101.4e).
• At least 5 years of experience in a public health or environmental health field
• At least 5 years of work experience in program oversight (including fiscal and human resources) and project management.
