Job Title
Lead Performance Improvement Initiatives and Projects (40%)
- Serves as a program manager for multiple assigned projects within each area of responsibility, working directly with business owners and major initiative leads.
- Develops long-range program plans, goals, objectives, and milestones; identifies and develops ways to resolve problems or cope with issues that directly affect the accomplishment of principal program goals and objectives.
- Researches and proposes new and innovative ways to resolve or improve major problems or issues within the leadership framework.
- Represents the group consensus and conveys the section's findings and recommendations in meetings and communication with other leaders, program officials.
- Develops innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures for expediting projects. Implements new initiatives and projects.
Program Implementation (35%)
- The incumbent coaches the program in the selection and application of appropriate problem solving methods and techniques.
- Coordinates with managers and technical specialists from key installation elements to develop quality program plans.
- Serves as a liaison to various VA departments and national level programs covering information transmission, meeting and project coordination, and administrative issues related to NTCC.
- Maintains accurate and current mechanisms to monitor the status of the NTCC Program budget, implementation objectives, agreed upon actions, and identification of potential deficiencies.
- Responsible for financial accounting and fiscal stewardship of Tele Critical Care funds.
- Serves as program contact for data acquisition, analysis, and presentation.
- Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information.
Supervisor (25%)
- The incumbent provides technical and administrative supervision to a section of two (2) Health Systems Specialists, GS-0671-13 for data analysis; two (2) Nurse (RN) Informaticists; three (3) Health System Specialists, GS-0671-12/13 for program and administrative oversight, direction, and management; one (1) Administrative Officer, GS-0341-9/11 for program management; and two (2) Program Support Assistants, GS-0303-7 for administrative support.
- Oversees the daily operation of the program, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
- Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
- Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
- Ensures the work assignments of subordinate staff are carried out and provides guidance and technical direction for accomplishing the work of the team.
- Gives advice, counsel, and instruction to employees on both work and administrative matters. Hears and resolves minor complaints from employees.
- Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs.
Performs other duties as assigned.
Work Schedule: Monday through Friday. Day-Variable standard daytime hours across multiple time zones. Evenings, weekends and holidays required as necessary based on the needs of the Tele Critical Care (NTCC) Program.
