Weatherization Program Assistant

Duties Description

• Gain familiarity / attain competence in weatherization policies, procedures, and practices pursuant with Department of Energy (DOE) regulations and New York State policies and procedures and maintain competency.

• Assist with and provide training and technical assistance to HCR Staff and Weatherization subgrantees when requested and as assigned. Training and technical assistance will be related to the delivery of the Weatherization program including, but not limited to the Weatherization database, Central & Subgrantee systems, small building and multifamily energy audit software tools, work scope development and other policies and procedures as outlined in the Policy and Procedure Manual (PPM).

• Work with HCR Training and Technical Assistance (T&TA) unit, HCR Weatherization field unit and T&TA providers to identify and develop trainings for both Weatherization HCR staff and subgrantee staff.

• Respond in an accurate and timely manner when requests are made by HCR Staff and subgrantees for training and technical assistance.

• Assist with on-site trainings in the correct use of diagnostic and inspection equipment as necessary, and help providers better identify energy conservation opportunities and health and safety concerns.

• Participate in the development of new policies and updating current policies and procedures to reflect updated Federal guidance or to help with the development of new special projects and funding opportunities related to training and technical requirements.

• Draft letters, memos, or other materials to communicate WAP Policies and Procedures or other matters relative to the implementation and operation of the WAP.

• Have the ability to review and understand T&TA contracts and scopes of work for subcontractors – and engage in preparation of T&TA RFPs and NOFAs.

• Interact with T&TA provider agencies, research/monitor their performance relative to their contract and assist in evaluating / addressing their training and technical assistance needs.

• Become proficient in all energy auditing software and understand how we utilize these audits. Eventually be proficient in guiding Subgrantees as necessary.

• Assist with Energy audit reviews as needed.

• Understand the process and need for Weatherization Assistant libraries – and support field staff and Subgrantees in ensuring these are set up properly.

• Become proficient in the Weatherization database, Central & Subgrantee systems and Central SQL reports.

• Assist with responding to and tracking database questions that come through the help desk.

• Learn about the ASHRAE standard and the ASHRAE calculator – and inform/direct Subgrantees as necessary.

• Maintain and lead on Weatherization Readiness Fund (WRF) processing of payments and tracking.

• Understand the reporting process of WRF and instruct/correct Subgrantees as necessary.

• Engage with the WAP State Plan process for Health and Safety sections as well as any T&TA aspects.

• Understand and direct on all aspects of WAP Health & Safety.

• Attended meetings and various functions as requested.

• Inform T&TA contractors on conference topics and participate in (and possibly present) at Weatherization conferences.

• Other duties as assigned by supervisor.

• Position may include at least 50% travel to assist with providing training or technical assistance on site to WAP subgrantees.

Minimum Qualifications

QUALIFICATIONS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Six years of experience analyzing data related to the development and implementation of policies associated with the various housing programs; providing guidance to the public including builders, sponsors, community organizations, local officials, landlords and tenants; or performing inspections or monitoring housing projects.

An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.

70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent service in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at The GOT-IT site will inform you if your title is transferrable.
