Anticipated future opportunity upon contract award* (Estimated start of September 2026) Anticipated future opportunity upon contract award* (Estimated start of September 2026) Job Summary We are seeking a highly skilled Investigative Analyst/Enforcement Support professional to provide expertise in assisting the Financial Crimes Enforcement Network (FinCEN) with investigating violations of the Bank Secrecy Act (BSA) and its implementing regulations codified at 31 C.F.R. Chapter X. This role involves analyzing complex commercial and financial data, documentation, and information to combat financial crimes, including money laundering, terrorist financing, proliferation financing, and cyber-enabled crime. The Analyst will work with various data sources and investigative tools to identify patterns, trends, and violations, while also supporting the preparation of administrative records, enforcement matters, and collaboration with Federal and State law enforcement and regulatory agencies. Essential Responsibilities Assist in the collection and in-depth analysis of evidence, including BSA data, intelligence, open-source information, confidential supervisory information, law enforcement data, and commercial information to identify and address violations of the BSA and 31 C.F.R. Chapter X. Conduct comprehensive investigations of financial institutions and other entities or individuals to analyze: BSA reports filed by financial institutions. Transactional data, including blockchain payments, correspondent account activity, Fedwire, Clearinghouse data, and other financial records to identify violations, trends, patterns, typologies, and categories of potential illicit or criminal financial activity. Large, complex administrative records, such as BSA compliance programs, internal communications, relevant policies and procedures, and other documentation tied to suspected misconduct such as fraud or similar activities. Prepare and review detailed administrative records and evidentiary work products for use in enforcement matters. Draft enforcement-related documents, including recommendations, memoranda, summaries, analyses, and other reports, in compliance with FinCEN policies and procedures. Assist in editing, refining, and updating enforcement documentation in response to Government feedback, newly available information, or other administrative requirements. Support FinCEN staff in stakeholder engagements by preparing presentations, materials, and supporting documents that clearly communicate findings, conclusions, and proposed enforcement actions. Maintain ongoing expertise in relevant regulations, including the BSA and 31 C.F.R. Chapter X, as well as illicit finance threats, trends, typologies, and financial and enforcement issues. Assist with FinCEN’s whistleblower program by supporting the ingestion, analysis, reporting, and organization of submissions received. Collaborate with Federal or State law enforcement or regulatory agencies to support coordination on investigative leads and enforcement initiatives. Minimum Requirements A bachelor's degree and a minimum of eight (8) years of experience in: Conducting or supporting forensic financial investigations, civil enforcement actions, regulatory investigations, compliance reviews, or intelligence analysis. Demonstrated expertise in: The Bank Secrecy Act (BSA) and 31 C.F.R. Chapter X. The financial industry, including financial products and services. Conducting or responding to investigations by Government, regulatory, or law enforcement agencies. Applying investigative techniques to gather, assess, and review evidence from diverse sources. Preparing analytical and factual work products for administrative, enforcement, regulatory, or judicial purposes. Conducting all-source analysis using open-source data, commercial databases, confidential supervisory information, law enforcement, and financial intelligence data. Identifying illicit finance threats, trends, typologies, and supporting related enforcement activity. Analyzing complex administrative records and evidentiary materials. Proven ability to write clear, concise, and actionable reports requiring minimal editing. Active Top Secret clearance Preferred Qualifications Previous experience supporting investigations or enforcement actions involving BSA violations, illicit finance, or related misconduct. Familiarity with systems used at FinCEN such as: BSA Search, Transaction Grid Search, or i2 Analyst Notebook. Classified Cloud BSA or other similar financial data search and analysis tools. Experience working with blockchain payments and other advanced financial technologies to identify suspicious or violative behavior. Direct experience reviewing evidentiary records for enforcement matters involving compliance programs, financial institutions, or related misconduct. Compensation Details Anticipated Range $120,000 - $135,000 Annually The compensation range or hourly rate listed for this position is provided as a good-faith estimate of what the company intends to offer for this role at the time this posting was issued. Actual compensation may vary based on factors such as job responsibilities, education, experience, skills, internal equity, market data, applicable collective bargaining agreements, and relevant laws.
