End-of-Course Examination Program Manager

Role Summary:

The End-of-Course Examination Program (EOCEP) Program Manager develops, produces, and administers statewide assessment programs that promote student learning and measure student performance on South Carolina academic standards. The position coordinates the administration of one or more assessment programs; develops assessment policies, procedures, guidance, reports, and communications; supports test development and security; analyzes assessment data; and collaborates with SCDE staff, contractors, districts, schools, educators, students, parents, and other stakeholders.

Responsibilities

• Coordinate the administration of one or more statewide assessment programs in collaboration with Office of Assessment and Standards staff, other SCDE staff, and contractor staff. Participate in meetings and conference calls; establish test windows and key-event schedules; review Biology I test forms; assist with the development of Biology I test items; serve on committees; edit and write requests for proposals; conduct webinars and workshops; make presentations; and assist with budget planning and payment of program expenditures.
• Develop brochures, manuals, guides, score reports, and other materials to communicate test policies and procedures effectively to schools and districts and provide useful, clear, and transparent information to teachers, students, parents, and other stakeholders in accordance with state and federal requirements.
• Develop policies and procedures for assessment implementation and administration, including information for Test Administration Manuals. Prepare memoranda, email responses, Listserv messages, newsletters, and other communications; explain policies and procedures to SCDE staff, district and school personnel, parents, students, and others; and assist with updates to applicable state laws and regulations when needed.
• Support classroom monitoring and test-security documentation to help ensure the integrity of assessment results. Assist with the design of assessment strategies for studies and projects in accordance with accepted psychometric standards.
• Analyze assessment data and prepare reports of results in accordance with accepted standards for psychometric theory, research, and practice. Participate in state and federal accountability evaluations, including peer review.
• Manage assigned projects, schedules, responsibilities, and deliverables with minimal supervision while producing accurate, high-quality work.
• Collaborate with internal and external partners and participate in conferences, trainings, regional meetings, workshops, and other professional activities related to statewide assessment programs.
• Complete other duties as assigned by the supervisor, including occasional overnight travel.

This position is located in the Office of Assessment and Standards.

Minimum and Additional Requirements

A bachelor's degree and experience in education, management or business.

Preferred Qualifications

• A master's degree and ten (10) years of experience in education, management, or business; or a bachelor's degree and fifteen (15) years of experience in education, management, or business.
• Master's degree or Ph.D. in education, assessment, measurement, or related field preferred.
• Academic background in educational assessment or measurement, including knowledge and skills normally acquired through graduate-level coursework in educational research and/or measurement.
• Understanding of large-scale testing and the technical expertise necessary to develop and administer high-quality educational assessments.
• Knowledge of accepted psychometric standards and the ability to analyze assessment data and prepare accurate reports.
• Excellent written and oral communication skills, including the ability to develop guidance materials, communicate policies and procedures, and make presentations to varied audiences.
• Effective time-management, planning, organization, and project-management skills, with the ability to work independently, meet schedules, and maintain responsibility for multiple assignments.
• Ability to collaborate effectively with SCDE staff, contractors, district and school personnel, educators, parents, students, and other stakeholders.

Additional Comments

Some overnight travel may be required to attend conferences, trainings, regional meetings, workshops, and other assessment-related activities.
