Human Resources Generalist, Fifth Judicial District

The Fifth Judicial District seeks a Human Resources Generalist to join our fast-paced, innovative District Human Resources team. This team works very collaboratively to provide professional level HR services and support to employees, management and judges. Primary areas of responsibility include staffing/recruitment, employee and FMLA leave administration, benefits, workers compensation, and employment separations/retirement.

The Fifth Judicial District includes the Fifteen southwest counties of Blue Earth, Brown, Cottonwood, Faribault, Jackson, Lincoln, Lyon, Martin, Murray, Nicollet, Nobles, Redwood, Rock, Pipestone, and Watonwan. The District Human Resources office is in Mankato, Minnesota and provides Human Resources services and support to staff, management and judges throughout the Fifth District. Occasional district-wide travel may be required.

The primary work location for this position is at the District Administration office in Mankato, MN, however work may be performed in the office and/or remote.

Example of Duties

The following are examples of major job duties expected for this position:

• Consults with and advises district employees, supervisors, managers, and judges on judicial branch personnel policies, collective bargaining agreements, compliance and all areas of human resources administration.

• Advises on and manages employee leaves of absence including FMLA, MN paid leave, short-term and long-term leaves, and the vacation donation program.

• Manages the workers’ compensation claims and performs ergonomic evaluations.

• Advises on complex employee benefit questions and administration; consults with employees regarding retirement planning and employee separations.

• Develops and delivers new employee orientation programs; partners on state-wide training and information-gathering efforts.

• Consults and provides human resources support in the areas of performance management, recruitment and hiring, classification and labor relations.

Typical Qualifications

Minimum Qualifications

• Bachelor's degree in human resources or related field and four or more years of experience in a human resources and/or court office OR

• Associate's degree in human resources or related field and six or more years of experience in a human resources and/or court office OR

• Relevant education and experience

Knowledge, Skills and Abilities

• Knowledge of principles and practices of human resources management.

• Knowledge of state and federal employment laws.

• Knowledge of state and district personnel policies, programs and practices.

• Knowledge of labor relations laws and practices.

• Ability to analyze and resolve personnel management problems within the scope of delegated authority.

• Ability to develop and maintain effective working relationships with administrators, supervisors, employees and employee representatives.

• Ability to develop and implement personnel practices consistent with established policies.

• Ability to communicate effectively, both orally and in writing.

• Ability to, assign, review, and provide work direction to assigned employees.

Preferred Qualifications

• Four or more years of relevant Human Resources experience

• Relevant Human Resources certifications such as PHR, SPHR, SHRM-CP, SHRM-SCP
