About this Role:
The Behavioral Health Expansion Branch (BHEB) within the Community Services Division (CSD) administers the Behavioral Health Continuum Infrastructure Program (BHCIP) grant and the Behavioral Health Infrastructure Bond Act of 2024 (BHIBA). BHCIP provides competitive grants to qualified entities to construct, acquire and rehabilitate real estate assets, or to invest in infrastructure, for the expansion of community continuum of behavioral health treatment resources. BHIBA is a general obligation bond to develop an array of behavioral health treatment, residential care settings, and supportive housing to help provide appropriate care facilities for Californians experiencing mental health conditions and substance use disorders.
Under direction of the Supervisor I, the Analyst II is responsible for developing, operationalize, and administering tasks related to BHCIP and BHIBA. The Analyst II is responsible for the implementation, administration, oversight, and evaluation of the BHCIP and BHIBA. Duties may include performance oversight and monitoring of contractors and grant-funded programs to determine compliance with project, contract, plan, and agreement requirements, terms, conditions, and services. Duties also consist of generating policies and procedures, as well as providing technical assistance, training and administrative support, as needed.
This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office. This is a re-advertisement of JC-503741. If you previously applied under JC-503741, you would need to re-apply under this new Job Control, JC-528845 in order to be considered.
This classification was previously known as the Associate Governmental Program Analyst classification and is now referred to as the Analyst II classification, effective January 1, 2026.

Statement of Qualifications Requirement Section
Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position.
The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The SOQ must be no more than two pages in length, doublespaced and using 12-point font. You must indicate your Full Name and Job Control Number at the top right corner.

Travel required 25% of the time. Position may require overnight travel for up to 4 consecutive nights to meet training requirements.

This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
