The requirements for advancement to a higher tier will be determined by the City Manager.General SummaryThe Police Support Specialist is a civilian professional position within the South Miami Police Department responsible for supporting critical administrative, enforcement, and records-related functions. This position plays a key role in the management and operation of traffic enforcement camera systems, public records compliance, and departmental data integrity.The position requires a high level of professionalism, attention to detail, and the ability to communicate effectively both verbally and in writing. The incumbent will routinely interact with the public, attorneys, and court personnel, and must be capable of providing sworn testimony in administrative hearings and court proceedings related to traffic enforcement violations. Supervision Received & ExercisedAssignments are provided in both broad and detailed terms, and tasks are typically carried out under supervision as needed. There is some flexibility to exercise independent judgment when choosing methods and procedures, but all work is closely reviewed to ensure it aligns with departmental standards and objectives through reports, inspections, and discussions.Duties & Responsibilities Administer and manage traffic enforcement camera programs, including red light and school zone speed enforcement systems. Review, process, and validate violations in accordance with applicable Florida Statutes and local ordinances. Prepare case files and provide testimony at administrative hearings and court proceedings. Respond to and fulfill public records requests in compliance with Florida public records laws, including tracking, redaction coordination, and timely delivery of responsive materials. Perform data entry, records management, and quality control to ensure accuracy, completeness, and compliance with CJIS and departmental standards. Conduct local Level 1 criminal history clearance checks for authorized public requests. Maintain strict confidentiality and security of Criminal Justice Information Services (CJIS) data and other sensitive law enforcement information. Assist with departmental projects, reporting requirements, and program implementation as assigned. Coordinate with internal units, external agencies, and vendors regarding enforcement systems, records, and compliance matters. Provide customer service to the public regarding citations, records requests, and general inquiries. Perform other duties as assigned by the Chief of Police or designee.Minimum Qualifications Required High school diploma or GED required, Associate’s or Bachelor’s degree preferred. Prior experience in law enforcement support services, records management, legal support, or a related field is preferred. Ability to obtain and maintain CJIS compliance certification. Ability to successfully complete all pre-employment screening requirements. Special Requirements Incumbent must complete all requirements established by the City of South Miami for employment in the Police department. This may include, but is not limited to a written examination, an oral board interview, a psychological evaluation to determine suitability for position, a CVSA / VSA examination or a polygraph examination, a comprehensive background investigation and a job-related medical examination including a drug and alcohol screening test. Ability to complete and maintain required training, including but not limited to: - Florida Department of Law Enforcement (FDLE) Course #3031: Selective Traffic Enforcement Program for Traffic Enforcement Camera Systems (24 hours). - Criminal Justice Information Services (CJIS) training and certification. - Public records and records management training.Knowledge, Skills & Abilities Communication Skills: - Strong verbal and written communication skills are essential. - Ability to prepare clear, concise reports and correspondence. - Articulate speaker with the ability to convey complex information clearly in English and to provide accurate, professional testimony in hearings and court proceedings.-Bilingual preferred but not required. Analytical and Organizational Skills: - Ability to review and interpret data, statutes, and policies. - Strong attention to detail and ability to manage multiple tasks simultaneously. Technical Skills: - Proficiency in records management systems, databases, and standard office software. - Ability to learn and operate traffic enforcement camera systems and related software platforms. Interpersonal Skills: - Ability to interact professionally with the public, attorneys, court officials, and law enforcement personnel. - Ability to handle sensitive or potentially confrontational situations with professionalism.
