FIRE PROTECTION ENGINEER

Summary The primary purpose of this position is to serve as a professional Fire Protection/Prevention Engineer, performing duties as a command technical consultant to all Air National Guard (ANG)installations and the ANG Headquarters. Responsibilities Serves as a command technical consultant/representative to activities, installations, headquarters and professional committees; concerning a variety of facility planning, design, construction, repair, operations and maintenance of their fire protection and detection systems. Provides consultation service and staff assistance visits to ANG installations (in and outside the U.S.)Engages in planning, reviewing, evaluating and or designing new construction, renovation and improvement projects for a variety of real property facilities. Evaluates, interprets, and recommends policy, procedures, engineering criteria, standards and techniques essential to design, operation and maintenance of effective and economical fire protection and detection systems for various types of facilities. Coordinate projects with other engineers in other disciplines or with architects. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions, Fire Protection Engineering Series 0804. BASIC REQUIREMENT: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying, advanced theories, concepts, and principles practiced in the science of professional fire protection engineering sufficient to: develop fire protection system plans, fire safety reports, assessments, analyses, correspondence, and authorization basis documents; investigate fires with unusual causes, develop corrective actions, track trends, and share lessons learned; interpret fire codes, standards, and directives and advise on industry best practices; provide fire safety support to emergency management elements in sites without fire protections engineering expertise; coordinate emergency management program review of agency directives, technical standards, and professional qualification criteria related to fire protection; and represent fire protection interest at emergency management meetings and at meetings with other stakeholders. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of, and skill in applying, advanced theories, concepts, and principles practiced in the science of professional fire protection engineering sufficient to make complex technical and professional decisions of fire protection, life-safety and environmental principals, practices, procedures, laws, regulations and other current issues. 2. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards. 3. Knowledge of environmental principles, practices, procedures, law, regulation and current legislative issues as they related to fire protection systems and materials. 4. Knowledge of standards contracting regulations, practices, and procedures. 5. Ability to plan, develop, implement and coordinate a complete Fire Protection Program. Ability to apply new developments and experienced judgement to resolve a variety of highly technical fire protection problems. Ability to identify problems and develop innovative solutions. Ability to plan and implement training in area of expertise. Ability to plan, conduct and record, surveys and inspections, of fire protection systems. 6. Ability to plan and organize work, coordinate works of other engineering disciplines and architects and meet deadlines. Ability to analyze problems and to develop timely and economical solutions. Ability to research, analyze, interpret and apply rules, regulations, and procedures. Ability to communicate orally and in writing and to maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
