The Office of Citywide Procurement (OCP) is the centralized procurement line of service with various external and internal functions, including ensuring that procurement processes comply with all applicable rules and mandates. In support of all City agencies, OCP is responsible for citywide contract management, quality assurance, and supply chain management. This work helps maintain the public trust and ensures that all products and services support the City's overarching environmental and economic justice goals. The selected candidate will be responsible for the following but not limited to: Oversee a staff of up to but not limited to 25 employees. Oversee inspection units of Health & Safety, Food and Specialized Commodities (Miscellaneous), Fuel and Automotive. Develop Quality Assurance policies and procedures to ensure all employees follow guidelines for quality assurance follow-up procedures. Establish and maintain progress-tracking methods for status of quality control turnover on inspections. Evaluate inspector/technician performance by gathering relevant data and producing statistical reports to establish and conduct training, where deemed applicable. Responsible for implementing an employee cross-training program. Implement ongoing quality improvement processes in conjunction with interdepartmental units to streamline processes to reduce waste and increase efficiency. Coordinate with external third-party labs in implementing procedures for sample submission and data retrieval, including internal preliminary samples as well as finished product samples. Participate in the review of product requirements and functional specifications. Compile quality control reports, create statistical process control metrics, manage non-conformity material discrepancy reports, and recommend continuous improvement activities. Investigate and record customer complaints regarding product performance, specifications, and reliability. Travel to site locations within the five boroughs and out-of-state, periodically. Participate in Agency and Citywide Emergency response efforts when asked upon. Coordinate with Quality Assurance supervisors to ensure succession planning is enforced and documented. Perform other related duties. Minimum Qualifications A baccalaureate degree from an accredited college and four years of satisfactory full-time experience in purchasing and or inspecting supplies, materials, products and services such as: paints, linoleum, hose, sand, brick, wire, shades hardware and tools, plumbing, electrical machine shop, building and cleaning supplies; furnishings and furniture, lumber and wood related products, metals, equipment, foods, drugs and chemicals, fuel, textiles, printing, stationery, automotive equipment and/or repairs, transportation services and other comparable items and/or services; at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or An associate degree from an accredited college, plus six years of satisfactory fulltime experience as described in "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or A four-year high school diploma or its educational equivalent and eight years of satisfactory full-time experience as described "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit may be substituted for experience on the basis of 45 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma or its educational equivalent and at least three years of satisfactory full-time experience as describe in "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity. Preferred Skills Knowledge of Microsoft Office Suite required. - Sufficiently experienced and qualified to be able to quickly and effectively respond and adapt to changing priorities and requirements of the organization. - Strategic thinker and strong analytical skills. - Strong written and verbal communications and interpersonal skills. - Analytical skills with commitment to detail and organization. - Ability to manage a large workload within tight time constraints. - Ability to establish and maintain cooperative work relationships with a diverse population of staff. - Ability to work independently in a fast-paced environment and possess a shared organizational value for integrity, flexibility and professional/ethical behavior. - Ability to address problems and obtain solutions to internal and external issues. - Experience reviewing contract specifications. - Familiar with ASTM standards. - Previous experience reviewing laboratory results for fuel and salt products. - Engineering experience is a plus. 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
