The primary purpose of this position now is: To serve as Technical Advisor and programmatic subject matter expert; provides expertise on research and development (R&D) efforts; acquisitions and procurement of innovative technologies; and operational execution for Mobility Air Forces (MAF) weapon systems and related sensitive activities. Identifies MAF equities on individual SAPs, portfolios, Terms of Reference and evaluates MAF personnel for billet structures and access to execute MAF weapons systems and missions to enhance the joint war-fighting capabilities.

Duties:

• Applying Research and Development (R&D), Test and Evaluation with Air Force military rated aviator experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for identifying and evaluating Advanced and Special Access Required (SAR) technologies and capabilities to enhance MAF weapon systems to support joint warfighting efforts.
• Assesses and evaluates new state-of-the-art concepts and research/technology/findings/reports for their application to the development of new techniques for MAF aircraft.
• As Technical Advisor, plans, organizes, oversees and directs the activities of Advanced Programs Capabilities, ensuring the MAF complies with legal and regulatory requirements, established defense department and service guidance and meets customer needs.
• Represents AMC Commander to SAF/AQL/RCO, CCMDs, HQ USAF, JOINT STAFF, INDUSTRY PARTNERS, OTHER SERVICES AND GOVT AGENCIES, AND DAF MAJCOMs/FLDCOMS.
• Exercises supervisory personnel management responsibilities.

• Must be able to obtain and maintain a Top Secret (SCI) security clearance, as well as be eligible for Special Access Programs.
• Individual is subject to random Counterintelligence Scope Polygraph (CSP).
• "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. )

Qualifications

Conditions of Employment:

• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of electronic electromagnetic radiation (such as RF, infrared, ultraviolet, and visible light) as propagated in free space or in transmission lines to enable the incumbent to understand the various phenomena of such transmissions, the practical consequences of such phenomena and the possible solutions in hardware and software to overcome detrimental effects. Expert knowledge of common antenna types, and their physical and electrical characteristics to allow proper matching to systems and an understanding of how their characteristics affect EW systems performance. Expert knowledge of radar warning, RF countermeasures, and systems integration to allow development of new methods to detect and identify new or modified threat systems in a complex environment of on-board transmitters.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of requirements for SAPs, SCI, and ACCM security procedures. Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as rescue, mission and flight operations, tactical airlift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, special operations, or similar operations.
2. Expert knowledge of Air Force and command program goals and objectives for Research and Development, test and evaluation as relating to the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
3. Expert knowledge of the application of Air Force military rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs and assigned weapons systems. Ability to apply military rated aviator experience and expertise to assigned programs and/or weapons systems.
4. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and complex military operational and contingency areas, sufficient to plan, organize, and lead other studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
5. Ability to plan, organize and direct the functions and staff of a small to medium sized organization.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
