FLSA Status: Exempt Position Purpose The Deputy Chief Financial Officer is a critical leadership role that directly affects the district's ability to implement financial services administration successfully. The role provides leadership to support directors within the Finance division and executive leadership across the organization to develop and implement policies and procedures for coordinating and providing system leadership in support of the Chief Financial Officer. This position provides cross-functional portfolio leadership across business units and is responsible for directing the operations of Budget, Treasury, Accounts Payable, Accounts Receivable, Payroll, Risk Management, Employee Benefits, Medicaid, Grants and Development, and Procurement Services; works closely with Human Resources and Position Control; and provides executive direction, supervision, coordination of activities, and reporting results to the Chief Financial Officer, the Superintendent, and other district officials. ESSENTIAL JOB FUNCTIONS Strategic and Financial Services Administration
- Assists the Chief Financial Officer in all areas of Financial Services administration and provides leadership to support strategic and tactical execution on accounting and finance initiatives across finance operations and related business units.
- Establishes a sound and efficient financial and general accounting work system for the district that complies with generally accepted accounting principles and the Texas Education Agency Financial Accountability Resource Guide.
- Keeps the Chief Financial Officer informed on the business affairs of the department and district and establish standards of quality and general operating guidelines for the department.
- Assists in planning, preparing, and administering the annual budget, including practices that maximize budget input from teachers, principals, and other instructional staff.
- Prepares and monitors a long-range financial plan for the district, including budgeting and forecasting tools and processes, and oversee monthly, quarterly, and annual financial projections of revenue and expenditures, including projections related to student enrollment, staffing, facilities, energy needs, and capital equipment needs.
- Works closely with the instructional division to evaluate the effect of expenditure policies on instructional programs, supports campus performance objectives and the district strategic plan, and recommends needed changes in processes and procedures.
- Oversees business functions including budgeting, purchasing, accounting, accounts payable, accounts receivable, payroll, cash management, and warehousing to ensure each supports the instructional program, support services, campus performance objectives, and strategic priorities of the district.
- Ensures purchasing procedures comply with state and federal laws, Board policies, and District regulations; coordinates procurement schedules; and supports an efficient system for payment of district invoices while protecting the district's cash investment.
- Enhances and implements financial, accounting, and budgeting policies and procedures; leads the documentation of policies, procedures, and internal control best practices organization wide; and ensures the consistent implementation of Board policies and District regulations.
- Supervises departmental staff, monitor staff performance, evaluate department effectiveness, and coordinate the operational functions of Budget, Treasury, Accounts Payable, Accounts Receivable, Payroll, Risk Management, Employee Benefits, Medicaid, Grants and Development, and Procurement Services through subordinate supervisors and other department supervisors.
- Assigns duties based on priorities and employee ability, reviews day-to-day operating routines and the annual calendar for internal and external reports, revises workflow as needed, and uses data, service metrics, and stakeholder feedback to improve processes, systems, service delivery, and stakeholder experience while convening work or focus groups and trainings to address special problems and improve coordination across departments.
- Provides oral and written instruction and technical supervision to staff on non-routine and policy matters, including interpretation of District policy and state and federal regulations, and attends and participates in meetings with directors and other administrative personnel to coordinate financial services work across departments.
- Supervises and evaluates the performance of assigned personnel.

- Knowledge and skill in the use of personal computers and their software.
- Skill at the advanced level in researching and interpreting rules and regulations related to finance and the ability to analyze, respond to, and resolve critical matters.
- Ability to utilize excellent written and oral communication and relational skills that provide positive outcomes, including the ability to present complex information in an easily understandable way to a variety of audiences.

- Education:
- Bachelor's degree in Accounting, Finance, Business Administration, or related field from an accredited university or college is required;
- Master's degree preferred.
- Certificate/License:
- Texas Association of School Business Official (RTSBA) certification or CPA certification preferred.
- Experience:
- Five (5) to seven (7) years of successful progressive experience in management of fiscal operations is required;
- Prior leadership of multiple business or finance teams in a complex public-sector or K-12 environment is preferred.
