Supervisory Position in Fiscal Department

This is a supervisory position in the fiscal department of a county Children & Youth agency whose operating budget for 2022/23 is approximately $46 million. This position reports to the Fiscal Officer 3.

Essential Duties and Responsibilities

• Transaction entry and maintenance of Department general ledger system
• Assists in the preparation of the annual Needs Based Plan and Budget. Assists in the preparation of the annual agency County Budget.
• Supervises a staff of professional and technical employee responsible for the maintenance of a variety of complex accounting and fiscal operations, records, and the preparation of a variety of automated reports.
• Prepares quarterly Act 148 reports for the submission to the Department of Human Services.
• Prepares Title IV-E report for federal funding for children placed in foster care and institutional settings. This requires tracking of approximately 400 children which generates annual revenues of approximately $10 million.
• Prepares quarterly TANF Reports for federal funding. Prepares quarterly Medicaid Reports. Prepares quarterly Special Grants Reports for federal and state funding.
• Reviews the financial statements and accounting operations of service providers, who have their central office in Luzerne County, in order to determine acceptable per diem charges and allowable IV-E reimbursement rates.
• Conducts monthly supervisory reviews of Title IV-E eligibility files. Verifies all Service Provider invoices for completeness and accuracy.
• Reviews county Foster parent, Adoptive Parent and SPLC Payroll for approximately 1,000 children. Maintains cash flow analysis.
• Analyzes monthly, quarterly, and annual accounting records and prepares various financial and statistical reports on this information for the Fiscal Officer 3.
• Assists auditors in completing their fieldwork. Maintains cash flow analysis.
• Prepares required year-end schedule for review by the auditing firm. Maintains complex fiscal records.
• Performs related work as required.

Required Knowledge, Skills and Abilities

• Knowledge of the principles and practices of public fiscal administration. Knowledge of accounting principles and procedures.
• Knowledge of the principles and practices of auditing and cost accounting.
• Knowledge of basic capabilities of electronic and automatic data processing as it relates to fiscal operations.
• Ability to identify and analyze trends and provide fiscal and budgetary forecasts.
• Ability to plan, assign, review and supervise the work of a staff of professional, technical, and/or clerical employees.
• Ability to provide guidance, training and technical assistance to subordinates and staff of program funded or fee-for-service agencies.
• Ability to evaluate staff and program effectiveness.
• Ability to establish and maintain effective working relationships with county, state and federal officials, public or private administrators, associates, subordinates, representatives of provider agencies and others.
• Ability to express ideas effectively, both orally and in writing.

Minimum Qualifications

• One year as an Accountant; or
• Three years of accounting and/or budgetary experience and a business-related bachelor's degree, that includes six college credits in accounting; or
• Five years of accounting and/or budgetary experience and a business-related associates' degree that includes six college credits in accounting; or
• An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

I. Medical Insurance The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the County's medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.

II. Vision and Prescription The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.

III. Dental Coverage The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.

IV. Life Insurance A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.

V. Retirement All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
