New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Sound Transit also offers a competitivebenefits package with a wide range of offerings, including: Health Benefits: We offer two choices of medical plans, a dental plan, and a vision plan all at no cost for employee coverage; comprehensive benefits for employees and eligible dependents, including a spouse or domestic partner. Retirement Plans: 401a – 10% of employee contribution with a 12% match by Sound Transit; 457b – up to IRS maximum (employee only contribution). Paid Time Off: Employees accrue 25 days of paid time off annually with increases at four, eight and twelve years of service. Employees at the director level and up accrue additional days. We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year. Parental Leave: 12 weeks of parental leave for new parents. ORCA Card: All full-time employees will receive an ORCA card at no cost. Tuition Reimbursement: Sound Transit will pay up to $5,000 annually for approved tuition expenses. General Purpose Under administrative direction, plans, directs, manages, supervises, and coordinates the activities and operations of project management resources assigned to specific projects; ensures that personnel have the appropriate skills and training required for the assignment; participates in developing policies, procedures and guidelines related to project and construction management tasks and ensures that staff is knowledgeable of the policies and procedures required for each assignment; secures wide range of consultant and construction contractor services as necessary to delivery portfolio of multi-modal system expansion, enhancement and state-of-good repair projects on existing transit facilities; provides expert review and input on design, construction, and remodel of buildings and transit infrastructure facilities including preparation of project requirements, design and procurement strategies, contract packaging, change management, issue resolution, and other relevant areas of project delivery; coordinates assigned activities with other programs, divisions, departments/offices, and outside agencies while providing highly responsible and complex administrative support to the Deputy Executive Director and Executive Director of Capital Delivery Dept (CDD). Essential Functions The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs according to Agency procedures; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations. Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the department and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; and develops developmental work plans for staff. Supports annual capital budget development for projects in the New and Existing Facilities portfolio; Assess project needs with respect to management requirements; reviews division resources and assigns staff work as needed to support the needs of each project; and ensures staff compliance with Agency policies and procedures. Coordinates work with other departments or outside entities relating to project delivery including issues related to permitting, code compliance, and operational needs. Prepares and reviews progress reports on assigned portfolio of projects, including presentations to the Sound Transit Board of Directors. Writes, revises, and updates policies and procedures and contract documents. Provides leadership and direction to project teams by participating in project reviews, discussions of issues, and resolution of problems throughout every phase of project delivery. Builds and maintains effective partnerships with local jurisdictions, agencies, utilities, contractors, consultants and community groups for assigned projects; negotiates solutions to major conceptual issues involving policy and change of directions while effectively leading and influencing internal and external decision makers and stakeholders. Develops and prepares annual budget for the division; prepares associated staffing plans and participates in the forecast of funds needed for staffing, equipment, materials, and supplies; ensures that division, and where applicable individual project(s), expenditures and cost estimates are adequately documented and monitored throughout the division and to their completion; monitors, reviews and approves division expenditures and commitments; and implement adjustments. Provides support to the department/division on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations. Minimum Qualifications Education and Experience: Bachelor's Degree in Construction Management, Engineering, Architecture, Business Administration or closely related field. Eight years of project management experience delivering complex buildings and/or infrastructure projects. Six years of leadership, budgetary, planning and workforce management experience, preferably in a rail transit or public transportation related environment; OR an equivalent combination of education and experience. Required Knowledge and Skills Operational characteristics, services, and activities of public sector Project Management. Senior professional and/or technical expert knowledge of business/industry principles and practices for project management and construction management. Advanced principles and practices of project management, design, engineering, and construction. Methods and techniques of contract negotiation and administration. Principles, methods, and techniques of developing and managing schedules. Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations or public works contracting. Principles of financial management (expenditure tracking, variance identification, revenue tracking. Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities. Advanced principles and practices of governmental budget preparation and administration. Principles of business letter writing and basic report preparation. English usage, spelling, grammar, and punctuation. Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases. Principles of supervision, training, and performance evaluation. Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports. Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public. Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. Demonstrating a positive customer service orientation with both internal and external clients. Negotiating and administering construction and engineering services contracts, and third-party agreements. Conceptualizing, influencing, developing, and administering goals, objectives, guidelines, and procedures for the Department/Division. Interpreting and applying applicable federal, state, and local policies, laws, and regulations. Complaint resolution and problem solving. Policy and procedure development. Critical and strategic problem solving. Preparing and analyzing complex data and comprehensive reports. Understanding and interpreting terms and symbols used in engineering and architectural drawings and construction plans. Responding to inquiries and in effective oral and written communication. Applying advanced project management and program development techniques and principles. Working cooperatively with other departments, Agency officials, and outside agencies. Developing and monitoring departmental and program/project operating budgets, costs, and schedules. Supervising, leading, and delegating tasks and authority. Physical Demands / Work Environment Work is performed in a hybrid environment with an expectation of working in office a minimum of 3 days per week. This position is responsible for assessing building and infrastructure project needs; may be subject to bending, climbing, crawling, eye/hand coordination, grasping, hearing, kneeling, pushing, pulling reaching, repetitive motion, sitting, standing, talking, seeing, walking, carrying and lifting up to 50 pounds. Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
