Budget Officer

Summary This position is located in the Office of the Chief Financial Officer (OCFO), Management Directorate. The Budget Officer, under the general direction and supervision of the Chief Financial Officer, will direct a wide range of budgetary activities for USCIS and participate fully with senior executives in analyzing and recommending major policies regarding financial courses of action within USCIS. Responsibilities U.S. Citizenship and Immigration Services (USCIS) is an agency within the U.S. Department of Homeland Security (DHS). We lawfully administer immigration and naturalization adjudication functions and establish immigration services policies and priorities. The Office of the Chief Financial Officer (OCFO) serves as the financial control center of U.S. Citizenship and Immigration Services. Our day-to-day operations support the agency's mission and inform decision-making across all levels in the areas of budgeting, financial management, strategic planning, and risk management. OCFO manages the agency's $7.42 billion annual budget. We are responsible for sound financial reporting, meeting both current and future operational and fiscal challenges, and improving USCIS' financial solvency and budget execution. With integrity and efficiency, we protect USCIS' financial resources. Major Duties The Budget Officer is responsible for: Providing authoritative leadership and directing, planning, organizing, and integrating all phases of the USCIS budget planning, formulation and execution activities that involve complex multi-appropriation, multi-million-dollar funding structures. Managing and overseeing fiscal year budget preparations and implementation and preparing annual operating plans and recurring reports for submission to the DHS, Office of Management and Budget (OMB), and Congress. Providing oversight of USCIS budgeting activities to ensure appropriate and efficient use of approved funding in compliance with appropriations law to prevent excess obligations and expenditures, waste, fraud, and abuse of USCIS financial transactions. Serving as an authoritative consultant and advisor for a broad spectrum of extremely challenging budgetary/financial issues. Identifying and analyzing emerging budgetary issues, synthesizing complex materials, and recommending appropriate courses of action. Providing direction in the planning, organizing, and development and conduct of analyses and evaluations of USCIS budgetary strategies, policies, and practices that significantly impact the budget and course of USCIS programs. Responding to DHS inquiries and works through the Office of the Chief Financial Officer (CFO) on OMB and/or Congressionally ordered actions and requests regarding a full range of high-level budgetary issues. Providing overall budgetary/financial expertise to internal and external customers and staff and leads the preparation and analysis of a variety of complex budgetary and financial reports. Establishing goals, objectives, priorities, and deadlines for work performed by the Office; assigning work based on priorities, complexity of projects and employee capability; providing leadership to promote the efficient management of Office resources and assets. Providing leadership in dealing successfully with high level officials within and outside Federal Government, State and local government, and in representing the organization to Congress, other departments and agencies. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES. There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). The ECQs and TQs should be evident in the 2-page resume. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated knowledge of, and experience with the Chief financial Officers Act of 1990 (CFO Act), the Government Performance and Results Act, Circular A-11 and Federal Budget Process including end-to-end Federal Budgeting process as it relates to a predominately fee-funded agency, in order to manage the formulation and execution of the budget process for a public and/or private large organization and/or field entities to make justifications and appropriate recommendations for approval of budget requests. Inherent in the qualification is knowledge of and ability to manage fee-funded and appropriated budgets. TQ 2: Experience in the development and justification of full cost recovery budgets, with working capital funds or through fee rules in accordance with the CFO Act, and OMB requirements using analytical tools (a) to develop proposed fee or capital budgets that ensure the full cost recovery of the projected costs of an agency or account, (b) to conduct strategic planning for forecasting revenue, and (c) to provide expert advice for executive decision making. Inherent in this qualification is knowledge of, and experience with multiple fund types (one-year and no-year funds) and a demonstrated ability to coordinate with appropriate officials within and outside a large organization to oversee policy development and compliance. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
