Utility Technician
Under general direction of the Distribution & Collection Superintendent or designee, an employee in this classification independently performs all functional duties in accordance with established procedures and standards to ensure efficient installation, maintenance, and repair of water mainlines, reuse lines, wastewater collection systems and their appurtenances for the City of Casselberry. Hiring Salary is dependent upon experience and the position offered: Utility Technician I: $43,381 - $54,227 Utility Technician II: $45,678 - $57,097 Utility Technician III: $47,310 - $59,138 Utility Technician IV: $49,029 - $61,286 Please see Typical Qualifications section below for the minimum requirements for each position.
Examples of Essential Functions
Provides service and maintenance of water quality and sewer function. (90%) Assists in the installation and repairs potable and reclaim water mains and water service lines. Assists in the installation of water service lines, water meters and meter boxes for customer water supply and water consumption monitoring. Independently installs and performs preventative maintenance services on water valves located on water main lines. Independently installs, repairs and performs preventative maintenance services on fire hydrants for firefighting department. Independently installs, repairs and performs preventative maintenance services on sewer force mains, gravity lines and sewer laterals. Responds timely to requests and work orders. Maintains tools, vehicles, and equipment assigned to employee by their supervisors. Participates in on-the-job training program and provides support to training staff. Performs all aspects of position in a manner consistent with departmental safety practices.
Provides other distribution & collection related preventative maintenance activities (5%) Assists in the preventative maintenance of lift stations, verifies run times, inspects station and wet wells, and inspects generators and fluid levels on generators. Periodically assists the Utility Line Locator in accurately locating and marking underground city owned assets. Periodically assists the Inventory Control Specialist in the daily operations of the City's inventory warehouse. Periodically assist the Utility Heavy/Specialized Equipment Operator and utilize heavy equipment to excavate, load, or maintain City assets. Collects data for the utility asset management program.
Additional Duties and Responsibilities (5%) Encourages and displays a daily teamwork driven mentality based on the unified divisional goals set forth by the Utilities Division Director or designee. Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies. Follows safe working practices and has a working knowledge of safety practices and procedures. Periodically performs after-hours/on-call rotation to respond to emergency repairs. Maintains facility and equipment for cleanliness and ongoing functionality. Replaces sod in assigned area. Restores asphalt and concrete in assigned area. Adheres to laws, regulations and policies of the City and of the assigned department. Follows instructions provided by supervisor, Department Director or their designee. Completes the identified required or assigned training timely and applies acquired knowledge and/or skills. Participates in department meetings, staff meetings and other related activities. Maintains, preserves, retains, and disposes public records pursuant to FS Chapter 119.
Emergency Management Role Participates as a member of the City staff as required to take action in the event of an emergency. Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee. As a member of the Public Works & Utilities Department may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City's fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works & Utilities Department may be responsible for the maintaining and/or rapidly restoring the operability of the City's water and sewer systems.

Education and Training: A High School Diploma or G.E.D. is required.
Experience: Utility Technician I: A minimum of one (1) year experience in water industry, sewer industry or related field is required. Utility Technician II: A minimum of two (2) years experience in water industry, sewer industry or related field is required. A comparable combination of education and experience may be considered. Utility Technician III: A minimum of three (3) years experience in water industry, sewer industry or related field is required. A comparable combination of education and experience may be considered. Utility Technician IV: A minimum of four (4) years experience in water industry, sewer industry or related field is required. A comparable combination of education and experience may be considered.
Certificates, Licenses and/or Registrations Required: All Utility Technicians must possess and maintain a valid Florida Class B (with tanker and air brakes endorsement) CDL Driver's license. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record. In addition the below is required for each level: Utility Technician I: Department of Environmental Protection (DEP) Water Distribution System Operator Level III License. Utility Technician II: Must also possess Class C Wastewater System Operation Certification from a DEP approved entity, in addition to the above. Utility Technician III: Must maintain a Department of Environmental Protection (DEP) Water Distribution System Operator Level II License combined with Class C Wastewater System Operation Certification from a DEP approved entity or Department of Environmental Protection (DEP) Water Distribution System Operator Level III License combined with Class B Wastewater System Operation Certification from a DEP approved entity. Utility Technician IV: Department of Environmental Protection (DEP) Water Distribution System Operator Level II License. Class B Wastewater System Operation Certification from a DEP approved entity are required.
Security Clearance: Florida Department of Law Enforcement background clearance.
Knowledge, Skills and Abilities: Knowledge (intermediate) of local, state and federal regulations affecting work. Knowledge (intermediate level) of departmental rules, policies and procedures. Knowledge of safety procedures for construction and repair of water and wastewater mains, reuse, and related construction projects. Knowledge of the methods, materials, equipment, and techniques used in the installation, repair and maintenance of water, reuse and wastewater systems and related equipment. Knowledge of the methods, practices, tools, materials and equipment of the pipe laying trades. Knowledge (basic to intermediate level) of Central Square/NaviLine or similar utilities and work management software. Knowledge (basic) of Supervisory Control and Data Acquisition (SCADA) or similar software. Knowledge (basic to intermediate level) of ArcMap or similar geographic information system software. Ability to establish and maintain effective working relationships with other employees and the public. Ability to operate a motor vehicle and heavy equipment. Ability (basic to intermediate level) to utilize Microsoft Office Suite, e.g. Outlook, Work, and Excel. A. Work Environment: This position performs the duties in a field setting. The noise level in the work environment is loud. This position is also frequently exposed to various weather conditions, working near moving mechanical parts, traffic hazards, fumes or airborne particles, noise extremes, slippery or uneven surfaces, and confined spaces. Occasionally, this position may be exposed to risk of electrical shock/explosives.
B. Physical Demands: The primary functions require frequent periods of standing, walking, bending, pushing and pulling, driving, time sitting, using hands to handle or feel and reaching with hands and arms. Occasionally this position will be required to climb or balance, jump, run or throw. In addition, this position may be required to occasionally lift and carry up to one hundred (100) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, speech and hearing, with or without assistive devices.
C.Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: Back hoe, track hoe, dump truck, city vehicle, Vac-Con, Smith Tapping Machine, pipes and applicable valves, hand tools (hammer, wrenches, screw drivers, etc.), power tools (compressor, jack hammer, chain saw, etc.), cell phone, computer and printer.
D. Employee Infection/Exposure Risk Classification: Category II: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM), however, employment may require performing unplanned Category I tasks.
