Senior Project Manager

Job Summary:

The Senior Project Manager/Leader is responsible for leading large, complex, and high-profile multi-disciplinary projects within public sector environments. This role demands extensive experience managing digital initiatives from concept through to implementation and go-live, ensuring alignment with business and IT objectives. The position requires strong leadership in stakeholder engagement, vendor management, risk mitigation, and adherence to established project management methodologies and governance frameworks. Responsibilities:

  • Provide project management leadership for large-scale, multi-jurisdictional, enterprise-wide Discovery initiatives following digital standards.
  • Manage project scope, budget, schedule, and IRAD (Issues, Risks, Actions, Decisions) effectively.
  • Lead and facilitate stakeholder consultations, consensus building, and relationship management with internal teams and external parties.
  • Oversee project governance committees, financials, resources, reporting, and escalation processes.
  • Coordinate and complete Digital First Assessment (DFA) and transition planning to operations.
  • Manage vendor teams ensuring on-scope, on-time, on-budget, and quality deliverables integrated with client expectations.
  • Develop procurement artifacts such as RFS, SOW/contracts, and approvals in compliance with organizational policies.
  • Provide strategic direction, operational support, and recommendations to project teams and senior management.
  • Monitor and manage project interdependencies and resolve complex issues across multiple streams.
  • Apply Agile and OPS Digital methodologies to plan and lead project deliverables.
  • Ensure compliance with Accessibility for Ontarians with Disability Act (AODA) and related regulations.
Required Skills & Certifications:
  • 10+ years senior project management experience leading large, complex, multidisciplinary projects.
  • Formal project management certification such as PMP, Scrum Master, or Agile certification.
  • Proven ability to lead digital initiatives through all project phases: Concept, Discovery, Design, Prototype, Implementation, and Go-Live.
  • Strong skills in scope, budget, schedule, and risk management.
  • Experience managing vendor teams and procurement processes.
  • Expertise in stakeholder consultation, facilitation, consensus building, and change management.
  • Experience working with project governance committees and producing executive-level reports and presentations.
  • Knowledge of OPS project management methodologies, frameworks, and standards.
  • Experience in public sector project management, including digital first assessments and IT/business project leadership.
Preferred Skills & Certifications:
  • Experience with OPS enterprise architecture practices, including business and information architecture.
  • Knowledge of Information Management principles, policies, and practices.
  • Familiarity with Accessibility for Ontarians with Disability Act (AODA) compliance and standards.
  • Experience in business transformation and change management within government or large organizations.
  • Experience in Cyber Security, Privacy, and Architecture project gating.
  • Experience in OPS Digital and Agile project delivery approaches.
  • Operational experience (OPS experience) is considered an asset.
Special Considerations:
  • Must adhere to OPS standards, guidelines, and project management best practices.
  • Ability to work in politically sensitive environments requiring strong political acuity and diplomacy.
  • Capacity to manage resistance to change and capitalize on forces supporting change.
  • Engagement with multi-disciplinary stakeholders across business and IT domains.
Scheduling:
  • Standard full-time work schedule with potential requirements for extended hours to meet project deadlines.
  • May require participation in governance meetings and stakeholder consultations outside regular hours.
  • On-call availability may be necessary during critical project phases or go-live periods.
