Contract Specialist Level 2 (Contracting Services)

Contract Specialist Level 2 Agency: Construction & Development; Department: Contracts / Contracting Services; Reports to: Director Contracting Services; Location: 2 Broadway; Hours: 8:30 AM to 5:00 PM or as required (7.5 hrs/day); Grade: 003; Salary Range: $82,075 to $102,594; Deadline: Open Until Filled. Telework is eligible up to one day per week. New hires may apply 30 days after effective date of hire. Overview The Contracts Specialist Level 2 is responsible for conducting procurements related to the MTA's Capital Program. This role includes supporting the award of $1B in consulting contracts each year. The Contracts Specialist Level 2 title is the second level in the Contracts Specialist series. Responsibilities Under the guidance of managers, provide support to the Contracting Services division to facilitate the procurement and award of consulting contracts, including requests for proposals for design, project management consultant, and staffing contracts. Create contract files and ensure they appropriately document the procurement and decision-making process to promote efficient operation of the Contracts Department. Provide status updates on the relevant tasks and activities to senior management as required. Qualifications Bachelor's degree in Business Administration, Public Administration, Engineering, Finance, Government Contracting, or a related field. Minimum of three (3) years related experience in contracts and procurement. Selection Criteria: Based on evaluation of education, skills, experience, and interview. Competencies Basic knowledge of procurement principles and procurement processes. Basic knowledge of contract terminology, terms, and conditions. Familiarity and experience with relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations. Strong interpersonal, analytical, problem-solving, organizational, negotiation, and communication skills (oral and written). Advanced knowledge and use of Microsoft Office Suite and document management software.
