Directs and manages all costs, quality, schedule, financial, and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the system. Develops sourcing and subcontract program management strategic plans that address overall program capture needs, execution, and risk management. Acts as the main focal point to the subcontractor and program management office. Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, transition to program startup, subcontract management plans, negotiation strategy, cost accountability, program execution, and contract closeout. Makes informed decisions affecting the performance of the subcontractor. Establishes milestone objectives to manage performance to committed schedules and contractual specifications. Leads a cross-functional team, normally composed of engineers, quality, and procurement personnel, to ensure successful subcontract execution and program delivery.Basic QualificationsTo be effective, you will need to possess these basic qualifications:Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, 8+ years of professional experience in either: Supply Chain Management, Procurement, Subcontract Administration, Subcontract Management, Negotiation, Proposal, Program Management, and/or Category Management.You will need to be a US Citizen, and be able to obtain and maintain a US DoD SECRET clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information. Please note: No clearance is required to apply, nor prior to start.Desired SkillsTo be effective, ideally, you should also have:Ideal candidate will have at least 12 years of related professional Subcontract & Project management experience, as well as experience managing complex subcontracts, with a proven record of successful performance with focus on mission success.8+ project management with experience working in the development phase of a program and with the ability to develop and execute to schedules.Proficient in Truth and Negotiations Act (TINA) and Federal Acquisition Regulation (FAR/DFAR) guidelines, and LMAP.Technical knowledge of space hardware products, and technical acumen with space programs and/or projects. Understanding of and experience negotiating and securing funding for complex long-term agreements.Demonstrated skills to drive culture change supporting enterprise initiatives (i.e. hardware commonization and insertion into programs, shift to "we vs. me" behaviors).Demonstrated effective use of metrics to drive execution and measure progress.Experience working in development phase of a program.Knowledge of manufacturing engineering processes.Proven ability to drive and inspire results/resolution of technical issues and successful outcomes through teamwork.Must have experience developing and delivering technical solutions with documented ROI.Proven ability to drive and inspire results/resolution of technical issues and successful outcomes through teamwork.Possess excellent communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management.The right candidate will ideally have demonstrated ability to:Drive technical supply chain personnel to desired outcomes.Proactively team with all levels of the organization and program customers.
