Incumbent is responsible for directing, managing, and overseeing the activities and operations relating to the Fire-EMS Department. Receives administrative direction from the City Manager.

Typical Class Essential Duties

1. Exercises strategic direction and management authority over the Fire-EMS Department. Selects and develops Fire-EMS Department personnel; ensures training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted). 2. Directs the development and implementation of Fire-EMS Department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels and allocates resources accordingly. 3. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes. 4. Engages in communication with citizenry and represents the Fire-EMS Department to other City departments, elected officials, outside agencies, the public, community groups, and professional organizations; explains Fire-EMS Department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues. 5. Plans, directs, and coordinates, through the ranks, the Department's work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures. 6. Performs as the City Emergency Manager and coordinates emergency preparedness activities with the Natrona County Emergency Manager. 7. Serves as a representative of management during Casper Fire Fighters Local 904's union negotiations. 8. Directs and participates in the development and administration of Fire-EMS Department budgets; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approve expenditures; directs the preparation of and implement budgetary adjustments, as necessary. 9. Provides direction on the coordination of Fire-EMS Department activities with other departments, outside agencies, and organizations; provides staff assistance to the City Manager and City Council; prepares and presents staff reports and other necessary correspondence. 10. Participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the fields of municipal fire prevention, suppression, community risk reduction, and emergency medical services. 11. Prepares a variety of technical and Departmental activities reports and records; conducts public relations and State and local lobbying; drafts legislation. 12. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. 13. Performs other duties of a similar nature or level.

Knowledge (position requirements at entry): Knowledge of: Concepts and principles of the National Incident Management System (NIMS); Emergency management and planning. Current trends and innovations in Fire-EMS services. Effective leadership and management. Principles, practices, methods and techniques of modern life safety, fire suppression, community risk reduction, rescue, and emergency medical services. Negotiation with Collective Bargaining Agents. Operation, maintenance and uses of firefighting apparatus and equipment. Fire behavior and firefighting tactics. Recordkeeping principles. Computers and related software applications. Operational characteristics, services, and activities of a comprehensive Fire-EMS program. Applicable Federal, State, Local and City government codes, rules, and regulations relating to the various aspects of police management. Administrative principles and practices, including goal and objective development, project management, and strategic planning. Modern and complex principles and practices of program development and administration. Advanced principles and practices of municipal budget preparation and administration. Leadership principles of supervision, mentoring, training, and evaluating the work of others.

Learn, interpret, explain, and recommend changes to the Local 904 Collective Bargaining Agreement, City of Casper Rules and Regulations, and Civil Service policies and procedures. Lead and engage with continuous communication with members of the Local 904. Prepare and present accurate and reliable reports which contain findings, set direction, and offer recommendations to achieve desired goals, and end results. Interpret, apply, and follow Federal and State laws, and City government codes, rules, and regulations relating to the various aspects of fire-EMS administration. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Operate voice radio equipment. Maintain confidentiality. Prepare and administer large and complex budgets. Plan, organize, mentor, direct, and coordinate the work of management, supervisory, professional, and technical personnel; delegate authority and responsibility. Develop, implement, and administer goals, objectives, and procedures for providing effective and efficient Fire-EMS services. Research, analyze, and evaluate new service delivery methods, procedures, and techniques. Assess organizational culture to facilitate implementation of change. Operate modern office equipment, software, and operating systems/applications. Maintain a neat and professional appearance. Follow written and verbal instructions and direction. Establish and maintain effective working relationships with those contacted in the course of work.

Training, Experience & Certifications

Education and Experience: High school diploma or equivalent (G.E.D.) required. Five years of increasingly responsible experience in an organized Fire-EMS department. Minimum of three (3) years of administrative and supervisory responsibility. Bachelor's Degree in fire science, public administration or a closely related field or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed below. Master's Degree is preferred. Completion of the National Fire Academy Executive Fire Officer (EFO) Program is highly desirable.

Licensing and Certifications: Possession of a valid Wyoming driver's license is preferred.
