IT Project Manager 3 (Healthcare IT)

Location: Austin, Texas (Hybrid 3 Days Onsite / 2 Days Remote)

We are seeking an experienced Senior IT Project Manager 3 to lead and manage complex Information Technology projects, software development teams, and Integrated Product Teams (IPTs) for a major public-sector healthcare entity in Texas.

The ideal candidate will possess 8+ years of IT project management experience, an active PMP certification, deep expertise in Agile/SAFe methodologies, software development management, budget preparation, Azure DevOps, and Healthcare Insurance Systems.

• Project Governance & Delivery: Plan, execute, and oversee complex enterprise IT projects from initiation through completion, ensuring deliverables align with project baselines.

• Budget & Financial Management: Prepare, monitor, and manage complex project budgets and financial forecasts.

• Technical & Cross-Functional Leadership: Lead cross-functional software development staff and customer-oriented Integrated Product Teams (IPTs).

• Agile & SAFe Facilitation: Facilitate sprint planning, release activities, status meetings, and backlog management in Agile/SAFe environments.

• Healthcare Domain Analysis: Apply business analysis, process mapping, and requirements engineering techniques to healthcare insurance and behavioral health systems.

• UAT Management: Lead end-to-end User Acceptance Testing (UAT) planning, execution, user coordination, and defect resolution.

• Platform Management: Drive project tracking, backlog administration, and portfolio reporting using Azure DevOps and PPM Systems .

Candidates must possess a minimum of 8+ years of experience in each of the following areas:

• Active PMP Certification (Must be clearly listed on the resume).

• IT Project Management: End-to-end IT project delivery, schedule management, and risk mitigation.

• Agile / SAFe: Hands-on experience with Agile Scrum methodologies and/or SAFe frameworks.

• Project Budget Management: Preparing, managing, and tracking IT project budgets and financials.

• Technical Team Leadership: Managing technical software development teams and technical delivery staff.

• Integrated Product Teams (IPTs): Managing customer-oriented IPTs coordinating business, technical, and end-user stakeholders.

• Healthcare Insurance Systems: Business analysis, process mapping, and requirements documentation for healthcare insurance systems (systems similar to CMBHS).

• Azure DevOps: Utilizing Azure DevOps for backlog management, tracking, sprint delivery, and collaboration.

• User Acceptance Testing (UAT): Managing end-to-end UAT, test scenario development, user execution, and business acceptance.

• PPM Systems: Hands-on experience working with Project Portfolio Management (PPM) systems.

• Local Residency: Candidates must currently reside in Texas (Local Austin area preferred).

• Prior direct project experience supporting Texas State Agencies / Public Sector Healthcare Systems .

• Experience preparing formal Business Cases and Project Charters.

• Additional certifications such as Certified ScrumMaster (CSM) or SAFe Agilist.
