Instructional Officer Industrial and Mobile Cleaning

This is a non‑operational instructional job in an establishment. Summary The job holder will be responsible for instructing and training prisoners, building effective and supportive relationships, managing them proactively, and promoting the decency agenda. The role contributes to sentence planning, reduces re‑offending and maintains high safety and order within workshop areas. There is no line‑management responsibility. Responsibilities, Activities and Duties Deliver BICS training to prisoners, meeting establishment needs and pursuing industry‑recognised accreditations. Participate in prisoner selection for the workshop, including learning‑needs assessments. Induct prisoners into the workshop, training them in Health and Safety, COSHH, machinery, tools and other relevant procedures. Provide tailored support for individual learning needs. Maintain and update learner records, including Individual Learning Plans. Assess and evaluate prisoner skills against NVQ levels 1 and 2 and other qualifications. Liaise with Headquarters Learning and Skills staff as required. Register, supervise, monitor, assess and accredit learners in line with awarding‑body requirements. Maintain awarding‑body quality standards and support internal and external verification. Set learning aims, review progress, and provide feedback. Advise on career opportunities for the area of work. Supervise prisoner discipline, performance, motivation and development. Complete relevant incident and incentive reports (ACCT, VRIR, SIR, IEP). Log attendance and approve prisoner hours and wages. Carry out fabric checks, maintain security of workshop equipment, conduct risk and health‑safety assessments, and order materials. Audit service delivery indicators and support workshop operations. Maintain communications via radio net in accordance with the Local Security Strategy. Ensure compliance with national and local policies and maintain professional relationships with prisoners and staff. Attend and contribute to relevant meetings. Possess a British Institute of Cleaning Service (BICSc) Assessor Certificate (e.g., COPC/FPCC). Possess a BICSc Cleaning Operators Proficiency certificate for each cleaning task delivered. Possess or work towards, within 6 months, a BICSc Train the Trainer certificate. Language Proficiency in English (and Welsh where specified in Wales). Hours of Work The role is full‑time (37 hours per week, unpaid breaks). Part‑time, flexible and job‑sharing arrangements may be considered where they meet the demands of the role.
