General Purpose of the Position

The Compliance Officer is responsible for overseeing the compliance management system to ensure the Bank abides by all regulations governing the operations of the Bank including but not limited to applicable laws, regulations, policies and procedures. The Compliance Officer works directly with every department of the Bank to facilitate a general understanding of banking compliance through training and general compliance support. In addition, the Compliance Officer is expected to effectively communicate and interpret compliance rules and regulation to management and employees and will be responsible for researching regulatory issues as they arise and staying abreast of new regulation as well as changes to existing regulations. The position ensures the Board of Directors, management and employees are in compliance with banking rules and regulations.

Responsibilities

Compliance Program Oversight

• Lead overall implementation and monitoring of the compliance program
• Maintain and update the Compliance Program Manual and Risk Assessment to satisfy all regulatory requirements
• Assist in the review of Bank policies to determine compliance with applicable rules and regulations
• Develop and perform compliance monitoring programs to meet compliance objectives, for all departments of the bank. This includes reviewing, evaluating and verifying the soundness, adequacy, and application of controls and procedures.
• Make recommendations to bank management regarding (1) internal controls and safeguards, (2) regulatory and legal compliance, and (3) changes to the bank’s policy and procedure manuals.
• Report compliance monitoring evaluations in the form of written compliance reports to management and executive management.
• Serve as the central resource for bank staff to provide credible, reliable and responsive answers to compliance questions and issues
• Schedule, assign and conduct compliance training to ensure the Board of Directors, officers and employees are provided with sufficient education to ensure compliance with laws and regulations
• Assist Management in new product or service initiatives to ensure compliance with applicable laws and regulations prior to implementation.
• Review all marketing and advertising efforts for compliance
• Coordinate, update and maintain the Business Continuity Plan
• Coordinate annual disaster recovery testing for the Business Continuity Plan
• Participate in meetings and on relevant committees to ensure compliance awareness
• Maintain a professional level of industry and compliance proficiency by attending banking and compliance seminars and subscribing to applicable periodicals
• Remain current and proactive in response to best practices, regulatory trends and guidance
• Participate and assist with vendor management and monitoring third-party risk
• Coordinate and act as a liaison for the collection of information for exams, internal audits and external audits
• Any other duties as needed to drive to our Vision, fulfill our Mission, and abide by the Values of this organization.

Qualifications

• Bachelor’s degree in related field desired (experience accepted in lieu of education) and 3-5 years’ experience in related position.
• Strong understanding and fluency in Bank policies, procedures, and products
• Strong knowledge of all banking regulations. General knowledge and understanding of bank deposit operations, lending activities, and other related consumer banking functions.
• Ability to interact effectively with all levels of management, legal counsel, law enforcement, regulators and examiners while maintaining strict confidentiality.
• Knowledge of regulatory processes.
• Ability to read, interpret and assimilate technical information
• Ability to communicate effectively and professionally both orally and in writing
• Knowledge of BSA and other applicable regulations

• This role routinely uses standard office equipment such as computers, telephones, photocopiers, filing cabinets and fax machines.
• This is largely a sedentary role; however, some filing is required; this would require the ability to lift files, open filing cabinets and bend or stand as necessary.
• This position requires frequent verbal and written communication skills
• This position requires basic math skills to calculate formulas, commissions, discounts, etc.
• Must be able to lift up to 20 pounds.
