Duties

Help

• Manage, monitor, and evaluate complex health care programs involving civilian health care contractors and institutions.
• Assist Contracting Office with development of Independent Government Cost Estimates (IGCEs)
• Manage the technical aspects of post-award contract requirements with health care organizations and providers.
• Perform field visits to review programs and provide staff assistance and guidance.
• Provide regular updates and contract status briefings

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons. Hepatitis B immunization is required for all positions with direct patient contact.
• This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• This position requires Basic Life Support (BLS) training certification from, or in accordance with, the American Heart Association and American Red Cross.
• This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
• This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Qualifications

In order to qualify, you must meet the education and/or experiencerequirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) assisting customers with the preparation and analysis of contract requirements for healthcare services to ensure they are adequately developed; (2) analyzing contract activities to recommend improvements to healthcare program efficiency; and (3) assisting with the development and execution of surveillance plans to monitor contractor performance and ensure the quality of health program requirements.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, Healthcare Management, or Human Resource Administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
